<br />. Re-Organization of the Sign Ordinance. Relocated all Administration and <br />Enforcement in one area. Added a new Intent and Severability. Relocated Town <br />Center sign regulations into the sign section. Re-de:6.ned off-premise signs, automatic- <br />changeable copy signs, flashing signs. <br /> <br />. Simplified the Code. Reworked regulations for size, number, type, and materials <br />used to be more uniform. Specified temporary sign restrictions as separate from <br />permanent signs. Made all signs in residential areas exempt from permitting and fees, <br />but still must follow ordinance. ' <br /> <br />. Strengthen Enforcement of Signs. Applied abatement/administrative fine process <br />into sign ordinance. Included Council's discussion of signs in the public ROW (to <br />immediately remove and discard any sign in the public right-of-way). <br /> <br />. Specific Changes in Regulation. <br /> <br />. Residential- All signs in residentially zoned areas are exempt from <br />permitting. This covers our previous regulation of real estates signs, home <br />occupation signs, political signs, garage sale signs, directional, instructional, <br />nameplates, and address signs, but will now allow business advertising, as <br />long as it conforms to the regulations. Apply specific size, type, and number <br />for signs in residential areas. All signs in residentially zoned areas must <br />follow the regulation put forth in the proposed changes, but no permit or fee <br />would be required. This should cover all signs that are currently regulated. <br /> <br />. Commercial-Temporary Signs are limited to 50 square feet. Defme <br />automatic, changeable copy signs (which includes electronic or digital signs) <br />and limits their size and change copy no more than lO times per minute. <br />Prohibits scrolling or flashing. <br /> <br />Recommendation: <br /> <br />The Planning Commission met on August 2, 2007 to discuss the sign ordinance. There was some <br />concern stated at the meeting that more time should be spent reviewing the proposed ordinance. <br />There was also concern that off-premise signs should be allowed. There are pros and cons to <br />changing this regulation. Some of the advantages of allowing off-premise signs include: having the <br />flexibility to. erect garage sale, real estate, public events, and other temporary signs (on private <br />property other than the property on which the sale is located); easier to administer (fewer sign code <br />violations will result, less to enforce); and more permissive. The disadvantages include: less control <br />over any type of off-premise sign (lawn care, work from home, etc signs would be permitted) and <br />there may be an over-abundance of signs at certain busy comers. <br /> <br />If the Planning Commission would like to recommend that the City Council allow temporary, off- <br />premise signs, Staff recommends that these signs obtain permits, in accordance with the temporary <br />sign regulations. That would allow Staff to limit the number of signs on each property and avoid the <br />disadvantages of allowing off-premise signs. Staff would also like to point out that sign regulations <br />are not enforced 'on weekends. Most cities do not allow off-premise signs, but do not enforce these <br />on the weekends when real estate signs and garage sale signs are most likely to be placed on <br />property . <br /> <br />36 <br />
