<br />9.12 Signs <br /> <br />9.12.01 Purpose. The purpose of this Section is to protect and promote the general welfare, <br />health, safety" and order within the City of Ramsey through the establishment of a comprehensive <br />and impartial series of standards, regulations" and procedures governing the erection, use and/or <br />display of devices, signs or symbols serving as a visual communicative media to persons situated <br />within or. upon public rights-of-way or private properties. The provisions of this Section are <br />intended to encourage creativity, a reasonable degree of freedom of choice and speech, an <br />opportunity for effective" communication_-commullic3tive media while setting standards to ensure <br />greater public goals. The specified public goals include. but are not limited to. avoiding traffic <br />hazards. maintaining propeltv values. preserving aesthetic importance. and protectin{2: the general <br />health. safety. and welfare of the community. The intent of this section is to regulate the size. <br />location. number, type. and construction materials of all siQJ1s in order to achieve the above <br />specified goals. It is not meant to limit freedoms of speech or any type of non-commercial s~eech <br />or ex~ression.and a selliJe of oonoem for the visual amenitics OR tae part of those designi"g and <br />displaJ'ing communicative media for the types regulated by this Section, \\'hile at the same time <br />nss....ul.ng that the public health and ',yel[are is not endangered. <br /> <br />9.12.02 Definitions. The following words and terms wherever they occur in this Code shall <br />be construed as herein defmed. Words not defmed shall be interpreted in accordance with <br />definitions in any standard dictionary. <br /> <br />Abandoned Sign - A sign which no longer identifies or advertises a bona fide <br />business, lessor, service, owner, product, or activity, and/or for which no legal owner can be found. <br /> <br />A:'':;~I"j.
