' <br /> <br />9.12.11M Permits Required <br /> <br />Subdivision 1. All signs, except those described in 99.12.13+6 (Exemptions) shall <br />require permits and payment of fees unless otherwise provided for. No permit is required for the <br />maintenance of a sign or for a change of copy on printed, or changeable copy signs. Permits are <br />required for all existing, new, relocated, modified or redesigned signs that are not exempted under <br />99.12.16. <br /> <br />9.12.12-1-6 Permit Fees. The permit fee for permaneJ,lt and temporary SIgns shall be as <br />provided by City Council resolution. <br /> <br />9.12.131-+ Exemptions <br /> <br />Subdivision 1. The exemptions permitted by this Section shall apply only to the <br />requirement of a permit and1ef fee and shall not be construed as relieving the installer of the sign, <br />or the owner of the property upon which the sign is located, from conforming withto the other <br />provisions of this Ordinance. The following simls are exempt from a pefilit and associated fee: <br /> <br />a. A '\-\lindow sign not exceeding thirty percent (30%) of the window area. <br /> <br />b. Interior signs which are fully located within the interior of any building or <br />stadimn. or "1thin an enclosed lobby or court of anv building. or in the lobby <br />or entrance of an\' theater which are intended solely for information relating to <br />the interior operation of the building in which they are' located. <br /> <br />c. Non-commercial speech signs are exempted from a permit fee. but must <br />obtain a permit. . <br />d. Non-commercial speech signs are exempted from the 6-week maximum <br />display time for temporary signs <br /> <br />Subd. 3. .^.. permit, but EO fee, is required ....:nder this Section for the following signs: <br /> <br />n. Temporary or pemlanent signs erected by a non proiit orgnnizution, ::"s defined by Internal <br />Re\"enue Code, Section 503C. <br /> <br />b.
