Community Development Director Frolik explained staff would need to bring forward an ordinance to amend Chapter 2 of the City Code. Councilmemher Pearson noted environmental issues are governed by the EP A and government agencies. He inquired what will be accomplished by forming this committee. Council member Cook explained the City cannot do less than the government requirements, but they can do more. The City may want to do things such as designate a protective wetland. Councilmember Strommen stated the committee could be a public outreach for enviromnental issues. The consensus of the Council was to direct staff to bring forward an ordinance to amend Chapter 2 of the City Code to form the Environmental Quality Committee. 2) TSM Mini Storage Project Associate Planner Geisler presented the Council with the preliminary plat for Regency Pond 4th Addition and the site plan for CNP Storage. The Council, staff, and the developer discussed the following issues in relation to the TSM Mini Storage Project: The cul-de-sac off of 148th Avenue NW Access Decorative/privacy fence Landscaping Setbacks to residentially zoned properties to the north (bufferyard) Modification ofthe grading plan The following was determined: Access Assistant Public Works Director Olson stated to meet the county's requirements for access on the comer piece, the outlot must be dedicated back to the City as part of the platting process. He would suggest the outlot be a little bigger and the drive across from l4ih Avenue incorporated as suggested in the county's letter. Mr. Schmidt stated it is his intention to dedicate that to the City, but he does expect to be compensated for it in some way. 22
