Voting No: None. <br /> <br />2) Consider Temporarily Promoting a Community Service Officer to Patrol Officer <br /> <br />Councilmember Jeffrey explained there is a need to possibly promote a Community Service <br />Officer (CSO) to Patrol Officer to fill a void from an officer who is off for a period of time. <br />CSO Drew Moldenhauer has completed all the requirements to be a police officer. The <br />Committee discussed temporarily promoting Mr. Moldenhauer to patrol officer with a few <br />stipulations about the physical and other odds and ends. <br /> <br />Police Chief Way explained there is currently one officer out that was injured on duty. His <br />earliest possible return will be about the end of December. They are also short another person <br />who has a medical condition. Staff is looking to utilize Mr. Moldenhauer as a patrol officer for <br />up to six months. There are things Mr. Moldenhauer would have to do to be a licensed officer. <br />He would be required to pass a physical exam and successfully complete certain aspects of field <br />training, but this would be limited compared to new officers because he has been serving time in <br />the department in a capacity that allows him to do several things a patrol officer does. Also, he <br />would be scheduled on the day shift. The Police Department is busy now, and it is really noticed <br />to be short on staff. They are trying to backfill this position in the short term. With the new <br />abatement program coming on they need to be able to continue to provide the service. . <br /> <br />Councilmember Jeffrey indicated the Committee recommended temporarily promoting Mr. <br />Moldenhauer to patrol officer, asking the Police Chief to explore opportunities to backfill the <br />CSO position on a temporary basis. <br /> <br />Motion by Councilmember Jeffrey, seconded by Councilmember Olson, to ratify the <br />recommendation of the Personnel Committee in Case No.2 and to adopt Resolution #07-09-239 <br />temporarily promoting Community Service' Officer Drew Moldenhauer to Patrol Officer for a <br />period not to exceed six months. <br /> <br />Further discussion: Councilmember Elvig stated this is a great use of personnel and a great <br />opportunity. He asked if Chief Way has considered how to back Mr. Moldenhauer down to <br />CSO, or if the City will lose him. Police Chief Way indicated Mr. Moldenhauer is eligible to be <br />licensed anywhere and could leave at any time. <br /> <br />Motion carried. Voting No: None. <br /> <br />3) PERA's Defined Contribution Plan and Social Security for Elected Officials <br /> <br />Interim City Administrator Nelson explained this item deals with elected officials and their <br />participation in Social Security and PERA. Currently all elected officials participate in social <br />security. Officials elected prior to 2002 have also had the option to participate in the PERA <br />Defined Contribution Plan. In 2006, the Minnesota Legislature approved a change to legislation <br />to allow elected officials to participate in both social security and the Defined Contribution Plan. <br /> <br />City Council / September 11,2007 <br />Page 18 of 22 <br />
