CASE #

cl

REQUEST FOR COMPREHENSIVE PLAN AMENDMENT;
CASE OF SUNFISH LAKE DEVELOPMENT, LLC
By: Breanne DaInes, Associate Planner

Background:

Mike Wayman of Sunfish Lake Development, LLC has applied for a comprehensive plan
amendment to re-guide the Healthquest property (14100 Sunfish Lake Boulevard) from Places to
Work to Places to Shop. The City Council has discussed this item previously at worksession.

The following items are enclosed for your information:

a) Site Location map
b) Site plan
c) Public hearing notification list
d) Minutes from the City Council worksession dated October 24, 2006
e) Minutes from the Planning Commission meeting dated August 2, 2007
f) Proposed resolution

Notification:

In accordance with City Code, Staff attempted to notify property owners within 700 feet of the
subject property for the public hearing. The applicant is requesting a land use
designation change to Places to Shop in order to construct a multi-tenant retail facility on the
southern lot. The northern lot would be an outlot for future. development. The property is
currently being utilized by Healthquest, a small athletic club facility.

The City Council has set an interim policy for analyzing Comprehensive Plan amendments while
the Comprehensive Plan is in the update process. The following elements are to be analyzed
when assessing the merit of a request:

The proposed land use considers traffic levels and patterns.
The primary issue regarding traffic will be the future installation of raised medians at Bunker
Lake Boulevard and Sunfish Lake Boulevard. The County has said that they would allow both
accesses, but would require them to be constructed in a right-in/right-out only configuration at
the time that the property re-developed, prior to the construction of the raised medians. The City
Council has discussed concerns with the future limited access to this site. The type of speculative

-123-
