c- '\f Councilmember introduced the following resolution and moved for its adoption: RESOLUTION #07-09-XXX RESOLUTION FOR A PUBLIC HEARING ON PROPOSED ASSESSMENT FOR IMPROVEMENT PROJECT #07-07 (SEAL COAT AND CRACKFILL MSA STREETS) WHEREAS, by a resolution passed by the Council on September 11, 2007, the City Clerk was directed to prepare a proposed assessment of the cost of the sealcoat and crackfill on Improvement Project 07-07 MSA Streets. WHEREAS, the Clerk has notified the Council that such proposed assessment has been completed and filed in her office for public inspection; and WHEREAS, the proposed project costs and assessments are as follows: Estimated total cost of project $122,422.74 Estimated total assessment $11,344 Estimated assessment per unit (3-year term) $257.82 NOW THEREFORE, BE IT RESOL VEn BY THE CITY COUNCIL OF THE CITY OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: 1. A hearing shall be held on Tuesday, the 25th day of September, 2007 at Ramsey Municipal Center 7550 Sunwood Drive NW at 7:00 p.m. to pass upon such proposed assessment and at such time and place all persons owning property affected by such improvement will be given an opportunity to be heard with reference to such assessment. 2. The City Clerk is hereby directed to cause a notice of the hearing on the proposed assessment to be published once in the official newspaper at least two weeks prior to the hearing, and shall state in the notice the total cost of the improvement. She shall also cause mailed notice to be given to the owner of each parcel described in the assessment roll not less than two weeks prior to the hearings. 3. The owner of any property so assessed may, at any time prior to certification of the assessment to the county auditor, pay the whole of the assessment on such property. No interest shall be charged if the entire assessment is paid by November 2, 2007. He/she may at any time thereafter, pay to the County the entire amount of the assessment remaining unpaid, with interest accrued to December 31 of the year in which such payment is made. The motion for the adoption of the foregoing resolution was duly seconded by Councilmember and upon vote being taken thereon, the following voted in favor thereof: and the following voted against the same: RESOLUTION #07-09-XXX Page 1 of2 -79-
