<br />Because this property is adjacent to a residential district, a 60-foot bufferyard is required along the <br />northern and eastern property lines. As discussed in the variance case, the site plan shows a 30- to <br />35-foot buffer along the north and a 55-foot buffer aIong the east. Staff recommends that the e2Stem <br />buffer be increased to 60 feet in width. <br /> <br />The landscaping plan will require significant revisions, including additional trees and shrubs on the <br />entire site and specifically in the bufferyard. The previously approved site plan for this project <br />included an 8-foot cedar privacy fence along the eastern andnorthem property lines, with an 8-foot <br />wrought iron decorative fence on Ramsey Blvd. The current site plan shows a security fence around <br />the storage buildings; staff is recommending that that previously approved fencing be incorporated <br />into this plan. <br /> <br />One access to the site is proposed on Ramsey Blvd, and one is proposed on Bunker Lake Blvd. Staff <br />has yet to receive comments on the plan from Anoka County. The applicant has had discussions <br />with Anoka County and reports that they will allow the access on Bunker Lake Blvd as shown on <br />the site plan. A trail is currently constructed on Ramsey Blvd; a trail needs to be added to the <br />Bunker Lake Blvd frontage. <br /> <br />Some revisions are required to the grading, drainage, and utility plans, most notably to the depth of <br />the sanitary sewer service. No lighting is indicated on the site plan; this information will need to be <br />added to the revised plans. <br /> <br />The Planning Commission reviewed a concept plan for the site at the June meeting, and expressed <br />general support for the concept. The City Council reviewed a concept plan at their July 24, 2007 <br />Work Session and also expressed support, directing the applicant. to pay particular attention to <br />buffering against the residential area and to the appearance of the storage buildings along Ramsey <br />Blvd.. <br /> <br />Recommendation: <br /> <br />Staff is recommending approval of the site plan. <br /> <br />Commission Action: <br /> <br />Motion to recommend that the City Council grant approval of the proposed site plan contingent <br />upon compliance with City Staff Review Letter dated July 26, 2007, and receipt of a variance to <br />bufferyard and pavement setback requirements. <br /> <br />-or- <br /> <br />Motion to recommend denial of the site plan. <br /> <br />Review Checklist: <br />Community Development Director <br />City Engineer <br />PC: 8.7.07 <br /> <br />
