<br />CNP Storage: Site Plan Review <br />July 26,2007 <br />Page 2 of4 <br /> <br />sanitary sewer services only this deveJopment and is proposed to be as shallow as 4.3 feet in <br />some locations. The City's standard requires 7.5 feet of cover over sanitary sewer unless the pipe <br />is insulated. Staff recommends that this sanitary sewer be insulated and remain a private utility. <br /> <br />Pavement Setbacks: City Code also requires a 20-foot setback between public streets and <br />parking and maneuvering areas. This site plan complies with this requirement V\Tith the exception <br />of the 1481i1 Avenue cul-de-sac to be constructed. You. have requested a variance to this <br />requirement which will be considered by the Board of Adjustment on August 2, 2007. <br /> <br />Building Setbacks:Th.e proposed storage buildings meet or exceed the required 35-foot front <br />and rear yard setbacks. The E-l District also requires a 20-foot side yard setback; the western <br />building is too close to the southern property line and needs to be shifted to meet this <br />requirement. . <br /> <br />Fence: 'When plans for this site came before the City in 2004, an 8-foot cedar privacy fence was <br />indicated along the eastern and northern property lines, with an 8-foot wrought-iron decorative <br />fence on Ramsey Blvd. Staff will be recommending that these be included o~ the. revised plans. <br />The site plan submittal indicates a security fence is proposed around the storage buildings. <br /> <br />Bufferyard Requirements: <br /> <br />. . <br />Dimensions: The B-1 District requires a 60-foot bufferyard adjacent to residential districts. The <br />site plan shows a 55-foot bufferyard for the B-1 portion of the eastern property line, and a 30-35 <br />foot bufferyard for the northern property line. You have applied for a variance to this requirement <br />on the northern property line, which will also be considered by the Board of Adjustment op <br />August 2, 2007. Staff is recommending that the eastern property line bufferyard be increased to <br />60 feet. . <br /> <br />The B-1 District also requires a 35-foot bufferyard against residential districts; the B-1 portion of . <br />the eastern property lines shows a 40-foot bufferyard. This will be reviewed again as part of the <br />site plan review for the commercial buildings. <br /> <br />Landscaping: The bufferyard -must be landscaped with additional plantings at a minimum rate of <br />30% of the overall required site landscaping. Thus, a minimum of eleven (11) additional trees <br />and thirty-eight (38) additional shrubs should be located in each bufferyard (for a cumulative <br />total of~enty-two [22] additional trees and seventy-six [76] additional shrubs; there should be a <br />mix of coniferous and deciduous overstory trees along with shrubs of varying heights). If fencing <br />is incorporated, the bufferyard plantings could be reduced by ten percent (10). Fencing must <br />included on the landscaping plan. Landscaping is further discussed below. <br /> <br />~rerall Site Landscaping: The review of proposed landscaping focuses solely on the northern <br />most lot, which is the only lot of the four that is currently subject to site plan review. Proposed <br />landscaping for the remaining three lots will be reviewed as part of the site plan review process <br />as those sites are developed. <br /> <br />
