1997 STREET MAINTENANCE PROGRAM <br /> By: Steven J. Jankowski, City Engineer <br /> <br />Background: <br />The purpose of the annual street maintenance program is to address the routine maintenance <br />needs of the City's pavements on a periodic basis so as to maximize the life of pavement. <br />Attached to this case is a table which summarizes the history of the City's bituminous <br />pavements. The frequency of maintenance on pavements has varied considerably, with some <br />pavements receiving a sealcoating as little as two years and others as much as ten years after <br />being constructed. In general, however, our current policy is to schedule sealcoating of new <br />pavements ttie first time at five years after construction and to subsequently readdress <br />maintenance needs at seven year intervals. <br /> <br />Attached to this case is a current summary of the pavement history in the City and a summary of <br />the City's last five street maintenance programs. The annual expenditure on street maintenance <br />has significantly increased over these past five years, with current annual expenditures of nearly <br />one-quarter million dollars to maintain the City's nearly 130 miles of bituminous pavement. <br /> <br />In the past, the programming for the street maintenance program has been based solely on the <br />length of time, since the pavement was last maintained. This summer, with assistance from our <br />interns, all pavements were rated on a relative basis. Each street segment in our inventory has <br />been assigned a pavement rating from one to ten. Pavement ratings eight through ten require <br />little or no maintenance. A pavement rating of seven requires minor crack filling. Pavement <br />ratings of five and six can benefit from sealcoating. Pavement ratings of three and four require <br />bituminous overlays. Pavement ratings of one or two require reconstruction. Attached is a <br />summary of the condition of the City's bituminous pavements. In making decisions on the <br />scheduling of routine maintenance, pavement condition rating will be used as a secondary factor <br />in scheduling pavement maintenance. <br /> <br />The 1997 program has a budget of $293,700, which is distributed among three major <br />components; the City's share at $135,000, which can be matched with an equal amount of special <br />assessment, and developer's escrows of $23,500 to cover first sealcoats on newer roads. The <br />proposed 1997 program will include 14.3 miles of sealcoating and crack filling at an estimated <br />cost of $140,000 and 3.55 miles of overlays at a cost of $151,950. This represents a total <br />program of 17.8 miles at a cost of $292,390. A map showing the proposed 1997 program will be <br />available at the meeting.
