R B CASE <br /> <br /> PRIORITY STREET LIGHTS <br />By: Steve Jankowski, City Engineer <br /> <br />Background: <br /> <br />In 1993, the City began installing priority streets fights which, by definition, include only those <br />intersections of State trunk highways, County roads, and arterial City streets. A copy of our street <br />lighting policy, which was last revised in October 1992, is attached to this case. This policy <br />classified locations of lights into four separate need priorities, A through D, with A priority being <br />the highest and D being the least needed. Currently 78 priority fights are installed. Most of the <br />early priority street lights were installed with Developer's escrow funds, and in accordance with <br />the policy, were located to benefit the contributing subdivision. This explains the reason many D <br />priority lights exist when C priority have not yet been installed. In late 1995, the Council allocated <br />funds for the installation of priority A and B lights. The 1997 CIP allocates $20,000 for the <br />installation of priority C street lights. <br /> <br />The purpose of this case is several fold. First, the review of the priority classifications should be <br />reviewed and updated. For example, County Road #5 and Ramsey Elementary School now have <br />three priority lights. The intersection of County Road #64 (181st Ave.) and County State Aid <br />Highway #5 are two County Roads, but are a priority C. Should they be? <br /> <br />Second, complaints have been received that some of the lights are in poor locations to illuminate <br />the intersection. (In one case, 155th Ave and Ramsey Boulevard, a priority B fight was not <br />installed due to an oversight). A review of the existing priority locations should be made with the <br />goal of recommending relation if deemed necessary. <br /> <br />Third, is the issue of dealing with the budgeted $20,000 for 1997. How should this money be <br />used with regard to providing additional street lighting,._Otlg,,records show on average a priority <br />street light to cost $712 for installation, with a range of~9000~o $2060 ( second highest cost fight <br />was $1375).
