RB Case <br /> <br />UPDATE ON T.H. #47 LOCAL INITIATIVE PROGRAM <br /> By: Steve Jankowski, City Engineer <br /> <br />Background: <br /> <br />In October, 1996, an application for a local initiative project was submitted to MnDOT for a project <br />on T.H. #47 from 142nd Avenue north to Xkimo Street. Major elements included: 1) The <br />realignment of CSAH #5 with Xkimo Street, 2) The signalization and addition of dedicated mm <br />lanes at both CSAH #5/Xkimo Street and 142nd Avenue, and 3) Expansion of the roadway from a <br />two to four lane section. The project cost was estimated at $1,500,000 with over $1,000,000 <br />being MnDOT's share as determined from standard allocation policies. <br /> <br />In November, 1996, Staff advised that the top range for a successful application would likely be in <br />the neighborhood of $500,000. At that time it was suggested that the project be divided into two <br />separate projects and that the CSAH #5 project be pursued as it would score better under MnDOT <br />criteria than the southern project involving 142nd Avenue. Under the revised proposal, MnDOT's <br />share would be $505,000. Council directed that this project be resubmitted to MnDOT and further <br />specified that the City would pursue the complimentary 142nd Avenue project as companion <br />project. The resubmittal also modified the four lane proposed to a two lane segment with wide, <br />paved shoulders. This was done at the suggestion of MnDOT, who contended that the four lane <br />section may cause problems with traffic being compressed into two lanes as the highway <br />approached C.R. gl 16. <br /> <br />Attached is an announcement from MnDOT which lists Ramsey's T.H. #47 project as being <br />successful contingent upon resolving access issues, benefits and funding. The City has not <br />received a letter at the time of this writing detailing specifics which need to be resolved. I will <br />present schematics of the proposed project at the meeting and answer questions. I am also attaching <br />my current best estimate of the project costs and their distribution. There is some uncertainty on <br />funding since Anoka County does not have this project budgeted. In addition, a math error in <br />MnDOT's announcement leaves the project cost $100,000 short of the proposed financing. It is <br />unknown as to whether this $100,000 is to be MnDOT or Ramsey's share.
