RB CASE <br /> <br />MODIFICATION OF MSA SYSTEM AND SYSTEM NEEDS <br /> By: Steve Jankowski, City Engineer <br /> <br />Background: <br /> <br />The Minnesota State Aid (MSA) system is a mechanism which has been in place since 1958 and <br />returns a portion of the State's gas tax revenue to municipalities in order to support their collector <br />and arterial street systems. Cities are allowed to designate up to 20% of their total mileage as a part <br />of the MSA system. Candidate segments for this road system must meet certain requirements and <br />must be approved by MnDOT before being added onto the system. I will have an exhibit showing <br />our current MSA designated street at the meeting. <br /> <br />With the growth that occurred in 1996, the City has the ability to designate an additional 0.41 miles <br />to the system. It is advantageous to add as much roadway as possible to the system, because half <br />of the City's annual MSA allotment is determined by the estimated cost of bringing the designated <br />MSA system up to standards. <br /> <br />I have recently received a letter from the City of Elk River's consulting engineer, MSA Inc. which <br />asks us to consider designating a 0.8 mile segment of Jarvis Street, concurrently with the City of <br />Elk River. Our cooperation would be necessary since one-half of the roadway is in Ramsey. This <br />is a logical addition to our MSA system and would bring the total mileage to virtually 100% of the <br />allowable maximum. <br /> <br />I have also received a proposal from Bolton and Menk, Inc. to review our total needs on our MSA <br />system. Annually I have added newly designated segments to the list of the City's needs. <br />However, a comprehensive review of the entire system has not been performed over the past seven <br />years. A review of our needs of MSA designated roadway is $393,645 per mile, which ranks 104 <br />out of 119 cities in the State. In 1990, Ramsey ranked 88th of 110 communities. The State <br />average cost per mile is $555,853, with a range of $255,324 to $911,320. Table 1 is a listing of <br />communities having lower average per mile needs costs than Ramsey. An increase of just 10% in <br />our per mile needs determination would result in approximately $30,000 in increased annual <br />allotment.
