RB CASE # 6 <br /> <br />WATER UTILITY IMPROVEMENTS <br />By: Steve Jankowski, City Engineer <br /> <br />Background: <br /> <br />Within the two year period between 1993 and 1995, the water consumption by water utility <br />customers doubled, and over the next succeeding year between 1995 and 1996, the demand <br />increased another 60 percent. By any number of parameters illustrated on Tables 1 through 3, the <br />growth of the water utility has been tremendous. <br /> <br />The City had anticipated rapid growth and had a comprehensive water plan prepared in 1994. <br />Besides the addition of trunk watermains to service its expanding service area, this study identified <br />the need for capital improvements associated with the utility's source, storage, and operational <br />functions. A summary of the CIP recommendations for this area of the utility were as follows: <br /> <br />1994 Interconnect to City of Anoka $ 40,000 <br />1996 Well No. 3 $ 400,000 <br />1998 Well No. 4 $ 400,000 <br />1999 Elevated Tank No. 2 $1,750,000 <br /> <br />The Anoka interconnect was completed in the summer of 1994 at a cost of $41,339. The next two <br />projects identified in the study were initiated in February 1996, when Bonestroo Rosene Anderlik <br />and Associates (BRA) was authorized to prepare plans for the construction of Well No. 3 and <br />related improvements. The work associated with Well No. 3 has been distributed into a number of <br />separate project elements and individual contracts. The purpose of this case is to review these <br />separate project elements, clarify their purpose, and provide an update on their current status. <br />Work recently completed or anticipated to be completed in the near future, includes: (1) increasing <br />the capacity of Well No. 1; (2) drilling and developing Well No. 3; (3) constructing Well House <br />No. 2; (4) installing a new control system (SCADA); and (5) drilling and developing Well No. <br />4. <br /> <br />Well No. 3 The construction of Well No. 3 has been the major focus for increasing the City's <br />water supply source. With the development within the City pushing westward, it seemed logical to <br />install Well No. 3 in the area designated to the west well field, west of Ramsey Boulevard. <br />Bonestroo Rosene and Anderlik was selected in February 1996, to perform the necessary design <br />and project management services to develop Well No. 3 and its related projects. This work <br />involves construction of a test well and a 24-inch production well. The contract for this work was <br />awarded to Alberg Water Service on September 9, 1996. The specified completion date was <br />February 1, 1997. The contractor was unable to mobilize his drilling rig as early as anticipated <br />and, subsequently, sub-contracted with E.H. Renner to perform the drilling work. At this point, <br />the project is an estimated four weeks being completed. The contract specifies liquidated damages <br />of $200 per day for failure to complete by the project deadline. The contractor has requested an <br />extension of the deadline. BRA has responded that a two-week extension is reasonable since work <br />performed by the pump house contractor in November extending the watermain to the well house <br />site did prevent the well contractor from working during that time. Change Order No. 1 proposes <br />extending the project deadline for a two-week period. It should be noted that work progress was <br />also delayed by the inclement weather experienced this winter, however, we believe this was a <br />reasonably foreseeable condition and are not recommending any allowance for this as a faction. <br /> <br />Well House No. 2 This work involves the construction of the structure to house Well No. 3, <br />the site work surrounding the well house, and the extension of a 16-inch watermain to connect the <br />well to the closest point of the distribution system at Ramsey Boulevard.
