Observations: <br /> <br />Before the end of 1997, the City is required by law to modify it's ordinance regarding it's role in <br />ISTS management. I have separated ISTS management into two categories, maintenance and <br />inspection. First, is the issue of maintenance. Our current ordinances do not require any <br />specified interval for pumping, however, it does require systems to be inspected every two years, <br />and then pumped if sludge or scum levels exceed specified levels. Practically, enforcement of <br />this ordinance is impossible without the plumbing inspector making a visit to the property, and <br />making a personal inspection. It is estimated that it would require a full time position to inspect <br />half of the systems each year. This estimate excludes the necessity of inspecting those systems <br />which are pumping and reporting. The provisions of 7080 will require a pumping interval of <br />once every three years. Attached is a proposed maintenance program, which would require <br />creating a comprehensive data base of all the ISTS in the City and getting up a tracking system <br />for recording pumpings. Furthermore, the proposed maintenance program would ultimately <br />result in systems getting pumped at the required interval and enforcement actions are a part of the <br />program. A substantial education effort should be included because of this enforcement element. <br /> <br />A second element of ISTS management, included a program for inspecting the condition of <br />existing systems. Chapter 7080 does not require any such inspection program, however, the <br />addition of such a provision is currently being discussed, and Metropolitan Council has requested <br />that the City implement such a system. A proposed ISTS inspection program is attached, which <br />utilizes permit reports from maintenance pumping as the basis for forcing inspections. Once <br />identified as a potentially failing system an inspection would be required by a State certified <br />inspector, which would cost between $80 and $100.
