RB CASE <br /> <br />DISCUSSION OF NORTHFORK HOMEOWNERS ASSOCIATION <br />LETTER CONCERNING TRAFFIC ISSUES <br /> By: Steve Jankowski, City Engineer <br /> <br />Background: <br /> <br />Attached is a letter, dated July 28, 1997, from Mr. Jon Tincher, Vice President of the Northfork <br />Homeowners Association which raises five issues relating to traffic and safety concerns within <br />the subdivision. Mayor Gamec responded to Mr. Tincher on August 1, stating that the letter <br />would be forwarded to the Road and Bridge Committee for discussion. <br /> <br />Observations: <br /> <br />The issues outlined within the letter are as follows: <br /> <br />1) <br /> <br />Speeding: The Association indicates that speeding on Andrie Street is problematic. An <br />Association survey of citizens shows that many are unaware of the posted 30 mile per <br />hour speed limits. Furthermore, heavy trucks associated with construction activity are <br />particularly problematic. The Association requests police patrol and additional speed <br />limit signs to be posted. Staff concurs that police patrol would be beneficial in <br />addressing the speeding concerns. With regard to posting of speed limit signs, it has been <br />the practice of the City to post residential speed limit signs (30 mph) at the entrances of <br />subdivisions from State, County and City collector roadways. In the case of Northfork, <br />current posting at 153rd Avenue and Andrie and Jarvis Street and Andrie are consistent <br />with this policy. Andrie street is unusually long for a residential street, over two miles, <br />and perhaps it would be appropriate to place an intermediate reminder posting midway <br />through the roadway. However, posting of speed limit signs is unlikely to have a <br />significant impact on reducing speeds. <br /> <br />2) <br /> <br />Traffic Control Signs: The Association is requesting consideration of an all-way (three- <br />way) stop sign at Andrie Street and 160th Lane. The draft policy for handling requests <br />for traffic signage establishes a procedure for such request which requires a report from <br />the staff Traffic Review Committee and subsequent approval by the Road and Bridge <br />Committee. Staffwill attempt to have a recommendation by the time of the meeting. <br /> <br />3) <br /> <br />Northfork Park: Although no action is being requested by the Association, this issue <br />deals with the posting of warning signs advising of the presence of parks and playground. <br />It is City policy to post park/playground warning signs (graphic sign illustrating children <br />on a teeter-totter). We have such signs posted on Andrie Street, and will arrange for a <br />similar sign to be posted on 160th Lane as previously promised. <br /> <br />4) <br /> <br />Tornado Siren: The leaning siren pole, located at 160th Lane and Andrie, which was <br />damaged in the July 1 storm, has been straightened. <br /> <br /> <br />
