Absent: Members Elvig, Kiefer, and Steffen.

Chairperson Riley commented on the need for more industrial parcels in the City. Economic
Development Coordinator Sullivan indicated there is land available in the economIC
development district and smaller parcels available in the redevelopment district. The next
meeting will include a discussion regarding the industrial land inventory and how to proceed
with the Minnesota Pollution Control Agency in relation to additional industrial land.

Case #2:

Consider Membership in Anoka County Economic Development Partnership
DBA Anoka County Partners

Economic Development Coordinator Sullivan reviewed that at the Business Connection Meeting
on January 26, 2006 David Piggott, the Executive Director of Anoka County Partners spoke to
the area businesses. The message was about unification of cities within Anoka County to work
together. Anoka County Partners is a start-up company, and there are a lot of things that will be
starting in June of 2007, including rolling out the web site www.anokacountypartners.com.
Anoka County Partners will be paying for the food for the Business Connection Meeting in May
and has sent many prospects to the City over the course of the past year. The Board has been
provided with the work plan for Anoka County Partners. Staff supports this organization and
requests the EDA's financial support. The amount of support is based on population.
Membership payment for Ramsey would be $10,020.00.

Member LeTourneau questioned what Anoka County Partners accomplished for the City last
year. Economic Development Coordinator Sullivan replied a lot of the efforts were in getting the
needed technology due to the outdated equipment. A website was started with data compiled.
Capital was needed to start the organization. Mr. Piggott has been working hard with the public
sector, as well as the private sector generating funds. Mr. Sullivan stated he received numerous
inquiries and business prospects through Anoka County Partners, although none of them panned
out. However, as this group gets more visible, he believes the amount of prospects will increase.
With this being a county-wide organization, there is greater opportunity to bring in the larger
prospects from out of state. The concept is good, and the organization is going on its second
year. He would support giving Anoka County Partners another chance to see if what they are
doing is working. If the results are similar to last year and do not increase, and there are not
more visible results, he would think about committing dues for 2008.

Chairperson Riley inquired if there is a finite purpose of the organization. Economic
Development Coordinator Sullivan explained Anoka County Partners is to be the clearing house
of business prospects and marketing for Anoka County. Prospects coming from out of state or
in-state would go to the organization and have all of this information available to them;

Chairperson Riley asked if there is any prospect for the organization being self sufficient.
Economic Development Coordinator Sullivan replied he would think once it is up and running
the only costs should be maintaining and marketing costs. Economic Development Consultant
Mulrooney advised the vast majority of funding today comes from government agencies. The
organization does not have a revenue source because the services are provided for free to the

Economic Development Authority/May 10,2007
Page 3 of7
