Case #1:

Industrial Property Status

Economic Development Coordinator Sullivan reviewed that at the April 19, 2007 EDA meeting,
staff was directed to analyze the status of City owned industrial property. Included in the packet
is a map that indicates property currently owned by the City, property purchases in progress, and
potential future acquisitions. The City owns about 30 acres of industrial land currently, is
purchasing 4 more, and 40 are listed as potential future acquisitions. It should be noted that 6 of
the acres the City currently owns is in the process of being sold to developers, including Cullinan
and Ace Solid Waste.

Member Steffen arrived at 7:35 a.m.

The Board discussed the MPCA site as potential property for future industrial acquisition.
Discussion included the following:
· Oaks Savannah Site has been determined by the DNR to be a high quality site that is
significant regionally
· MPCA is in the process of reviewing their policy regarding landfill property and possible
land use
· Need for coordination with Public Works Department / discussions regarding the site
should include possibilities for industrial use, public works use, and the Oaks Savannah
portion

Consensus of the Board was to direct staff to draft a letter from the Chair of the EDA expressing
interest in purchase of the MPCA site. The letter should be clear that the property is identified
for future industrial land, a future public works facility, and that there is an interest in
preserving the Oaks Savannah portion of the site.

Chairperson Riley inquired about the 6 acres identified as property for potential acquisition.
Economic Development Coordinator Sullivan indicated the identified 6 acre parcel is located
north of Altron on a premier comer. The property is not for sale at this time, but it could be kept
on the radar screen as a possible future industrial site. The property will be industrial in the
future, whether or not the owner develops or sells. Mr. Sullivan noted this area and the 14 acres
south of Connexus are the two big holes in the City's industrial sites.

Member LeTourneau asked if the Board will be continuing the process of determining whether
there is enough industrial land in the City. Economic Development Coordinator Sullivan
indicated it is clear that the EDA will be involved in the Comprehensive Plan process. He
suggested the analysis of industrial land be included in that process.

Member Elvig pointed out in the past the Board has discussed shifting the main theme of the
EDA, which seems to have been industrial, and perhaps broadening that to more of a commercial
focus. This will all come up as part of the Comprehensive Plan process.

Update and Discussion; Median Study

Economic Development Authority/ June 14, 2007
Page 2 of7
