Mr. Jankowski advised staff recommends the contract for Improvement Project 07-32, Fox Ridge Storm Sewer Improvements be awarded to Doboszenski and Sons Inc., the lowest responsible bidder in the amount of$78,383.50. Motion by Councilmember Elvig, seconded by Councilmember Jeffrey, to adopt resolution #07- 08-204 awarding the contract for Improvement Project 07-32, Fox Ridge Storm Sewer Improvements to Doboszenski and Sons Inc., the lowest responsible bidder, in the amount of $78,383.50. Motion carried. V oting Yes: Mayor Gamec, Councilmembers Elvig, Jeffrey, Dehen, Look, and Olson. Voting No: None. Absent: Councilmember Strommen. Case #13: Report from Personnel Committee 1) Consider Resolution Reappointing Board and Commission Members Council member Jeffrey stated last year about this time the policy for reappointing board and commission members was changed to invite the Chairs and Vice Chairs of the commissions to join the Personnel Committee in the consideration of reappointments. This evening there were three positions to consider; two individuals were considering reappointment and one was not. Council member Jeffrey stated EDA Member John LeTourneau is seeking reappointment to the EDA. The Personnel Committee heard from the Chair of the EDA, and the Committee is recommending that John LeTourneau be reappointed to a six year term on the EDA. Councilmember Jeffrey stated EPB Member Bob Bentz is seeking reappointment to the EPB. The Personnel Committee heard from the Chair and Vice Chair of the EPB and the Committee is recommending that Bob Bentz be reappointed to a four year term on the EPB. Councilmember Jeffrey stated there are vacancies on the EPB and the Park and Recreation Commission. They would encourage folks to apply for those vacancies as they see fit. Councilmember Olson noted there are also three vacancies on the Charter Commission. Councilmember Jeffrey indicated the Personnel Committee will be interviewing in the fall prior to September 3151, and along with that will be reviewing the policy for reappointment of board and commission members. Motion by Councilmember Jeffrey, seconded by Councilmember Olson, to ratify the recommendation of the Personnel Committee in Case No.1 to adopt Resolution #07-08-205 reappointing Bob Bentz to a four-year term on the Environmental Policy Board and reappointing John LeTourneau to a six-year term on the Economic Development Authority, and to thank Jon aIds for his service on the EPB and on the Park and Recreation Commission. Further discussion: Councilmember Dehen indicated as he understands it the Charter Commission members are appointed by the District Court Judge. Mayor Gamec explained individuals apply and the City sends the recommendation to the District Court Judge. However, the individuals can go directly to the Judge if they prefer. Councilmember Dehen stated he has difficulty in having persons that have been on the commissions having an upper hand in, the whole appointment process.
