. Area 1 to be assessed 100% of sanitary sewer, lateral watermain, trunk water and sewer
charges, stonn sewer, the width of a 30 feet street restoration, and 50% of sidewalk.
. City would contribute cost of additional street width beyond 32 feet, water trunk costs,
and 100% of the sidewalk.

Chairperson Elvig inquired why Area 1 would be assessed and not Area 2.

Civil Engineer II Linton replied Area 1 was the first option the Committee asked about that
confines it to the people that are most in favor of the improvements. In Area 2 most of the
property owners said there was no value.

Public Works Director Olson indicated the Asmussen's are only interested in the improvements
if the drainage easement on their north two properties are vacated. He is not sure the City would
want to do that, as it would be counter-productive to giveaway land that ponding is currently
located on.

Chairperson Elvig noted there was a question as to whether that pond is completely on City
property.

Public Works Director Olson replied the pond is located on a drainage and utility easement.

Chairperson Elvig noted if Area 1 were to be completed the hope is that Area 2 would eventually
hook up as well. He would propose continuing up to 150111 at the City's cost if this option is
done.

Civil Engineer II Linton indicated Chairperson Elyig's suggestion is included as Option 3. Mr.
Linton provided an overview of the following options for improvements and funding strategies
for consideration:

Option 2
Improvements - Sanitary sewer, water, storm sewer and street restoration to be provided in Area
1, and street replacement is extended into Area 2. Sidewalk would connect from The Meadows
to CSAH 5.
Financing
. Area 1 to be assessed 100% of sanitary sewer, lateral watermain, trunk water and sewer
charges, storm sewer, and the width of a 32 feet street restoration.
. Area 2 would be assessed 50 % ofthe cost of street improvements, which includes storm
sewer.
. City would contribute cost of additional street width beyond 32 feet, water trunk costs,
and 100% of the sidewalk.

Option 3
Improvements - Sanitary sewer, water, storm sewer and street restoration and sidewalk to be
provided in Area 1, and sanitary sewer and water and street replacement and sidewalk is
extended into Area 2.
Financing

Public Works Committee / July 17,2007
