EO

6

Based upon the above cost information and the survey results below are a number of
scenarios and cost assistance impacts the City might expect to incur if the scenario were to
be implemented. -

Scenario 1 - City would contribute the cost of paving the driveway within the right of way.
The estimated cost to the City for paving all the drives surveyed would be $542,850. This
estimate is based upon an average drive width of 20 feet up to the limits of a 66 foot right
of way. An annual cost of$54,285 might be budgeted if this program were implemented
over 10 years.

Scenario 2 - City would contribute a fixed dollar amount for each driveway paved which
would be set at the discretion of the Council. lfthe City were to offer a $300 rebate
(approximately 10% of the cost of an average 20 wide by 60 foot long driveway) for a
. paved driveway it might incur an annual cost of $14,940.00 if all driveways took
advantage of the incentive and the program was extended over a ten year period.

Scenario 3 ~ City would contribute a fixed percentage (say 10%) ofthe cost of the
driveway paving. This would have essential the same financial impact to the City as
Scenario 2, but would provide larger rebate to wider and longer drives and less
reimbursement for shorter and narrower one.

Obviously there are numerous other scenarios that could be considered. At this point staff
has identified the scope of the issue and is looking for further direction.

Recommendation:

Staff recommends that the Committee be advised by the City Attorney as to whether any
sort of reimbursement for paving of a private driveway may be considered an appropriate
expenditure of public funds.

Action:

Based upon discussion.

Reviewed By:
Director of Public Works/Principal City Engineer
Finance Officer
City Attorney

PW: 09/18/07
