<br />8 <br /> <br />~. <br /> <br />would seek a revised preliminary plat to increase the number of proposed units on his <br />property. <br /> <br />Recommendation: <br /> <br />The expense associated with the acqUIsItion and development of Helium Street is <br />significant. However, the development of Helium Street will eliminate four accesses that <br />currently exist on County Road 5 and provide an access for any future development on all <br />the properties. Unfortunately, the costs cannot be assessed to benefiting property owners <br />if they petition against the project. lfthe City is willing to pay for the road improvements <br />up front, with the possibility of recovering its costs upon the development of the land, <br />then Staff recommends that the Public Works Committee direct Staff to identify the <br />precise right-of-way needed, conduct appraisals, and make an offer to the property <br />owners. <br /> <br />Action Sought: <br /> <br />Discuss the advantages and disadvantages of obtaining Helium Street right-of-way and <br />constructing the road, and make a recommendation for City Council action. <br /> <br />Reviewed By: <br />Assistant Community Development Director <br />City Engineer <br />City Attorney <br /> <br />PW: 9/18/07 <br />
