CASE # 1

RECEIVE PETITION TO INSTALL STOP SIGNS
AT RIVERDALE DRIVE AND ALPACA STREET
By: Steven Jankowski, City Engineer

Background:

A petition was received dated August 1, 2007 which was signed by nine residents of the
Alpaca Estates subdivision located south of Riverdale Drive requesting that Stop signs be
placed on the east and west legs ofthe intersection of Alpaca Street and Riverdale Drive.
On April 14, 2007 a new policy was adopted for reviewing traffic modification requests.
That policy requires that five property owners within a distance of 500 feet be required to
consider a traffic modification request such as this petition. The petition received
contains nine signatures from property owners in the neighborhood, however only one of
these petitioning properties is within this 500 foot area which is illustrated on the attached.
figure. The locations of the petitioners are identified on the attached figure.

It is worth noting that although there are a total of 13 eligible properties within the 500
foot distance, one property is vacant while six others are in a single ownership,
effectively leaving a potential for only seven signatures. The introduction to the policy
states that review of such requests is accompanied by documentation of community
support. In the case of this request it is also significant to note that signage similar to that
being requested are currently posted at the intersection of Armstrong Boulevard and
Riverdale Drive to the west.

Recommendation:

Although the petition received does not meet the requirements of the City policy, it does
appear to satisfy the intent of that policy in that community support has been
demonstrated with regard to the traffic modification request. Therefore staff recommends
that an investigation be conducted to determine whether it is appropriate to place Stop
signs for east and westbound Riverdale Drive at the intersection with Alpaca Street.

Action:

Motion to recommend to Council that staffbe directed to conduct an investigation to
determine whether it is appropriate to place Stop signs for east and westbound Riverdale
Drive at the intersection with Alpaca Street.

Reviewed By:
Director of Public Works/Principal City Engineer
Public Works Street Supervisor
Police Chief

PW: 09/18/07

31
