9. That the Applicant is proposing to construct a l65-foot self-supporting monopole communications tower. 10. That City Code requires ground mounted equipment to be screened from view by suitable vegetation, except where a design of non-vegetative screening better reflects and complements the character of the surrounding neighborhood, as determined by City Council. 11. That City Code limits construction of telecommunications towers in City-owned parks to thos~ that are adjacent to industrial or commercial uses. 12. That landscaping, intended to screen the tower base and equipment building, will be required and said landscaping is subject to City approval. 13. That the tower base and equipment will be completely enclosed with opaque, board fencing. 14. That the Applicant has stated that there will be no personnel stationed at the site and the base of the Tower will be encompassed by a security fence to prevent unauthorized entry. 15. That the Applicant has stated that access to the Subject Property will be from a Class 5 drive aisle to be located off of Alpine at the intersection of 153rd Court and that no parking will be required because site visits will be infrequent and ofJimited duration. 16. Tba1 City Code states tha1 no new tower shall be approved unless the City Council finds that the equipment planned for the proposed tower cannot be accommodated on an existing or. approved tower or building within a I-mile radius of the proposed tower for various reasons including insufficient height to reasonably function. 17. That the Applicant has stated that there are no existing buildings or strnctures in the 1- mile search area of a sufficient height to accommodate the proposed equipment and provide a strong, seamless signal. 18. Tba1 City Code requires newlyconstrncted towers to accommodste at least two additional users; the Applicant has stated that the tower design wouid permit up to three additional users. 19. That the proposed use will not substantially impair the use or market value of surrounding properties. 20. That the proposed use will not be unduly dangerous or otherwise detrimental to persons working in the vicinity of the use, or to the public welfare. 21. That the proposed nse will not be hazardous or disturbing to existing or future neighboring uses. 22. That the proposed use will be served adequately by essential public facilities and services.
