<br />CASE # 'I' <br /> <br />REQUEST FOR FINAL PLAT REVIEW OF RIVER CROSSING ADDITION: <br />CASE OF ANORA COUNTY <br />By: Patrick Trudgeon, AICP, Community Development Director' <br /> <br />Background: <br /> <br />Anoka County is in the process of purchasing 41.24 acres on the south side of Hwy. 10 from <br />Larry Boike in order to preserve land for the future highway interchange for Hwy. 10 and the <br />Mississippi River Bridge crossing. The property is located directly west of the intersection of <br />Riverdale Drive and Llama Street. Anoka County needs to split the parcel into three separate <br />parcels in order to tap into separate funding sources to pay for the purchase. In order to create the <br />three lots, Anoka County has filed a minor subdivision with the City. <br /> <br />The following items are enclosed for your information: <br /> <br />1) Site location map <br />2) Final Plat for River Crossing Addition <br />3) TH 10 Access Management River Crossing concepts <br />4) Final Resolution <br /> <br />Notification: <br /> <br />Minor subdivisions are not subject to a public hearing. <br /> <br />Observations: <br /> <br />For many years, the Ramsey Comprehensive Plan has identified a future bridge crossing of the <br />. Mississippi River in the general area of the Boike property. More recently, the Trunk Highway <br />10 Access Management Study identified several alternatives for the bridge crossing and its <br />interchange with Hwy. 10. In all cases, the placement of the Hwy. 10 interchange and associated <br />infrastructure greatly impact the Boike property. Given this fact, and in. order to forestall any <br />development of the parcel in the interim, Anoka County decided to purchase the property. It <br />should be noted that currently there is no funding set aside to fund the bridge and interchange <br />improvements and there is not a timetable for the constrUction of these improvements. <br /> <br />Anoka County is utilizing three funding sources for the purchase; a direct appropriation from the' <br />Federal Government, the Right-of-Way Acquisition Loan Fund (RALF) administered by the <br />Metropolitan Council, and other County funds. In order to utilize all of these funding sources~ <br />there must be three separate parcels. The Boike property is currently two parcels. This <br />subdivision would create three parcels out of the two current parcels. <br /> <br />Lot 1 would be purchas.ed using the federal funds. Lot 2 will be purchased with RALF funds and <br />Lot 3 will be purchased utilizing other County funds. <br /> <br />The property is zoned R-2 Medium Density Residential. The new lots significantly meet all of <br />the lot size and lot width requirements for the R-2 District. There is no residential development <br />planned for these parcels. All of these parcels are planned to be officially mapped for the future <br /> <br />-321- <br />
