<br />CASE # 10 <br /> <br />CONSIDER CONTRACT FOR INSTITUTION COMMUNITY WORK CREW <br />(ICWC) PROGRAM <br />By: Brian E. Olson, Director of Public Works I Principal City Engineer <br /> <br />Background: <br /> <br />In 2004, projections for staffing needs indicated that one Public Works maintenance <br />worker would be necessary per year until 2013 to keep pace with the increased demands <br />for services as growth occurs. Even with this projected increase in staffing levels, there <br />are many tasks that we simply cannot achieve. These tasks include: <br /> <br />. Mowing on Trunk Highway 10 on a regular basis <br />. Cleaning of vegetation in drainage ponds . <br />. Rebuilding of outlets on the Mississippi and Rum Rivers <br />. Sandblasting and painting of hydrants on our system <br />. Snow removal at hydrants <br />. Maintenance of the landscaping on Trunk Highway 47 on a regular basis <br />. Trash pick-up in public areas including Ramsey Town Center and Rum River <br />. Mowing and weed whipping within Ramsey Town Center on regular basis <br />. Regular mowing and maintenance of the Trottbrook and Foster cemetery <br />. Mowing and cleaning of private yards in the abatement program <br /> <br />On August 15,2007, Staffwas made aware of a program that utilizes minimum security <br />inmates. This program (ICWC) provides communities low cost labor to perform those <br />tasks that we would otherwise not have the manpower to complete. The program would <br />supply 6-8 inmates and one Department of Correction officer to supervise the crew. This <br />crew will also supply their own normal maintenance equipment (lawn mowers, weed <br />whips, chainsaws, etc) . <br /> <br />Staffhas talked with other communities that are utilizing this program (Coon Rapids, <br />Minnetonka, Woodbury, etc) and they have indicated that this program has been a very <br />positive, productive experience as pointed out in the enclosed reference letters. <br /> <br /> <br />The enclosed contract is necessary to begin using the ICWC program and is priced if we <br />were to call the Department of Corrections Supervisor intermittently. In the event we. <br />were able to schedule this crew regularly once per week, the price would be reduced to <br />$380/day. The contract also has a termination clause of 30 days with or without cause. <br /> <br />Financial Source: <br /> <br />The contract amount for the remainder of2007 would be $4,940 (13 weeks x $380). <br />There is that amount available in the Parks seasonal program, however, if we were to <br />continue this next year, there would need to be an additional $10,000 added to the Parks <br /> <br />-329- <br />
