<br />MnlDOT Agreement No. 91083 <br />Anoka County Project Number SP 199-010-09 <br />Exhibit A, Scope of Work and Deliverables <br /> <br />Scope of Work and Deliverables <br /> <br />Anoka County, the City of Ramsey and the Minnesota Department of Transportation (MnJDOT) have <br />identified the need for a Environmental Assessment (EA) and geometric layouts for TH 10 from <br />approximately CSAH 57 (Ramsey Boulevard) to CSAH 56 (Sunfish Lake Boulevard). County will be <br />the lead agency and will enter into a subcontract with a consultant; through a Request for Proposal. <br />The successful consultant will perform all work tasks will be done in English units. Work tasks'will <br />include, but are not limited to the following: <br /> <br />1.. Environmental Documentation <br />Preparation of a Draft and Final EA following Federal guidelines and the recommendations in the <br />MnlDOT Highway Project Development Process (HPDP) is required. The EA will be for TH 10 <br />within the specified study limits. Sections will include, but are not limited to: report purpose, purpose <br />and need, alternatives analysis, social, economic and environmental impacts, State Environmental <br />Assessment Worksheet (EA W) form, public and agency involvement, and permits required and <br />approval required. The successful consultant will complete all aspects of environmental reporting <br />including, but not limited to: flood plain and farm land analyses, archaeological/historical surveys, <br />wetland delineation, traffic impacts and modeling, ecologically-sensitive resource review, water <br />quality/run-off and ponding, noise and air analyses, water pollution concerns and permits required, <br />etc. <br /> <br />The consultant will prepare traffic projections for the corridor based on the years 2010 and 2030. <br />Discussions with the Cities of-Ramsey, Anoka and Elk River and Bums Township will be made to <br />ensure all planned developments are incorporated into the study traffic projections, as well as the <br />standard percent factor used by State and Anoka County. <br /> <br />In the analysis ofthe possible alternatives for TH 10, a comparison of "No Build" versus the <br />preferred alternatives will be made for both 2010 and 2030. In addition, there will be consideration of <br />the traffic conditions with and without a crossing of the Mississippi River, as shown in the Northwest <br />Corridor and River Crossing Scoping Decision Document and provided for in other studies along the <br />corridor. These comparisons will include, but not be limited to, a discussion of traffic operations <br />including Level of Service, access management alternatives developed in accordance with Mn/DOT <br />policies, right of way implications, suggested implementation timeframe and cost. Right of way <br />needs and estimated costs will be prepared for all options. <br /> <br />The consultant will prepare the noise analysis modeling for TH 10 for the following conditions: <br /> <br />. Existing Conditions: daytime (7 :00 ani - 10:00 pm) and nighttime (10:00 pm - 7 :00 am) <br />. No-Build Conditions: 2030 daytime and nighttime (see above) <br />. . Build Conditions: 2030 preferred alternatives; daytime and nighttime (see above); with <br />and without noise barriers <br /> <br />The consultant will work with MnlDOT's Central Office Noise Analysis Unit and Mn/DOT's Metro <br />Division Air Quality and Noise Office and attend all meetings with the Minnesota Pollution Control <br />Agency (MPCA) and Federal Highway Administration (FHWA) as necessary for the development of the <br />noise analysis. <br /> <br />-388- <br /> <br />Page 10f7 <br />
