<br />CASE# <br /> <br />1(P <br /> <br />CONSIDER OUTFIELD FENCING FOR BASEBALL FIELDS #2 AND #3 <br />AT ALPINE PARK <br />By: Mark Riverblood, Parks Supervisor <br /> <br />Background: <br /> <br />Beginning in early spring 2007, the youth athletic association's baseball program began <br />discussing the benefits of outfield ('home run') fencing for two of the four baseball fields at <br />Alpine Park. This has progressed to a formal request to the city - with the Park and Recreation <br />Commission recommending their proposal be approved. The total expense for this project would <br />be $20,000 orless, with'the City's share being $5,000. <br /> <br />Observations: <br /> <br />While.the outfield fencing is not projected within the Parks Capital Improvement Program, the <br />project can be accomplished by pooling a few different funding sources. These wouid be <br />approximately $10,000 from the Anoka Ramsey Athletic Association (ARAA), $5,000 in <br />Minnesota Twins grant monies (already secured by ARAA), with the balance of up to $5,000 <br />coming from the City. <br /> <br />Funding Source: <br /> <br />The City's funding source would be the Lawful Gambling Fund. Council may recall that the <br />City has had a program in place for about 15 years wherein up to $5,000 dollars of Lawful <br />Gambling Funds are available to match donated park improvements (labor or monetary); for <br />"project[sJ [that] clearly benefit youth of Ramsey by recreational improvements or related <br />property improvements within City limits, or in the case of outdoor environmental education, the <br />project must provide lasting benefits for Ramsey's residents." <br /> <br />The project detail, per field, would be as follows; <br /> <br />· 275' homerun fences @ 440 Lineal feet x $10. 1 O/lineal foot = $4,444 <br />· Concrete maintenance strip of 440 feet @ 4" deep x 18" wide = 10 yards concrete = <br />$1,100 - $1,400 <br />· Labor for Concrete = $2,500 <br /> <br />The above equates to $8,344 per field (or up to $10,000 for tax, or other contingencies like <br />seeding, irrigation repair, sod replacement, etc.). <br /> <br />The youth association has applied for the Lawful Gambling Funds; and the Park and Recreation <br />Commission recommended approval at a not-to-exceed amount of$5,000 to provide homerun <br />fences for ballfields #2 and #3 at Alpine Park. <br /> <br />Enclosures: <br /> <br />.
