COMMISSION BUSINESS

Case #1:

Skate Park Planning - Discuss Component Phasing and Happy Days
Connection

At the Commission's May meeting, the planning process for the Skate Park proposed for 2008
within the Parks Capital Improvement Program continued. There was a unanimous desire to
provide an opportunity to involve youth skateboarders in any number of aspects leading up to a
skate park facility - most notably, selection of components or design issues. One of the
outcomes was that one or more of the Commissioners were going to contact the boarder's club at
. the middle school to see if there was interest. Another direction was through advertising as part
of the Lion's Picnic demonstration featuring professional boarders at the June 2007 Community
Picnic. To date there are no known parties "signed up".

A developing concept is to borrow skate ramp elements and have an element of the September
15th Happy Days event dedicated to skateboarding. This would be another way to enlist youth in
the process. An additional benefit would go beyond the skate park planning process - to
essential attract a resident demographic that may have been under represented at Happy Days in
the past. Two tracts are being pursued. One is to borrow the equipment from the city of Anoka
and another is to work with a vendor to "borrow" new or used equipment.

Chairperson Johns thought ifthey were going to do a Happy Days activity, they could do a flyer.

ParkslUtilities Supervisor Riverblood did not think the opportunity existed to borrow equipment
from dealers because it is very expensive. He stated he talked to Anoka and they would be
willing to let them use some of theirs.

Chairperson John thought they were looking at two different styles of equipment and she
wondered what kind it was that they would be borrowing.

ParkslUtilities Supervisor Riverblood stated they were going to be using older equipment which
is a little damaged and will give them a good opportunity to test it. He stated they may want to
ask City Council to advance purchase the three elementary pieces they would need in their future
skate park. He explained he wrote up an RFP in the amount of $8,800 for all three pieces
including tax and shipping. He noted this is the concrete product.

Commissioner aIds asked ifthe $8,800 included installation.

ParkslUtilities Supervisor Riverblood stated it did not but they have that covered. He stated after
Happy Days they can move the equipment down to Alpine Park to see how much use it will get
during September and October.

Commissioner aIds asked where the money would come from. He knew it would come from the
lawful gambling fund this year but where would it come from next year. He did not think they
could get a lot from the general fund.

Park and Recreation Commission/August 9, 2007
Page 2 of 5
