<br />City Engineer Jankowski stated that there is a twelve-month warranty on all street work, so if <br />there is any defect, the developer is obligated to come back and make the repairs. <br /> <br />Mr. Newman asked when the City would come back to sealcoat the area again. <br /> <br />City Engineer Jankowski stated that generally, the City comes back every seven years. <br /> <br />Mr. Newman stated that he moved to the City in 1999 and has seen maintenance and upkeep <br />happening on his street, but he has never before been assessed. <br /> <br />City Engineer Jankowski explained that the developer deposits money for the first sealcoat <br />project on the street, which is why Mr. Newman has not been assessed before. <br /> <br />William Kudare, 6740 1 54th Lane, stated that he has no problems with the quality of the overl?y, <br />but with the black dirt that they put down. He stated that the dirt was basically 90% sand and <br />other debris. He stated that he has been talking with City Engineer Jankowski about the problem <br />because he has even cracked a lawnmower blade. He suggested that the City take a look at the <br />source of black dirt. <br /> <br />Public Works Director Olson stated that he has seen Mr. Kudare's claim and has processed a <br />check to reimburse him for the broken blade. <br /> <br />Mike Krueger, 17646 Wolfram Street, stated that he also feels the quality of the sealcoat was <br />poor. He stated that he does not understand why he is being assessed for street maintenance. He <br />stated that he feels seal coating is a maintenance issue for streets, similar to snow plowing. He <br />stated that he is opposed to the assessment because he sees it as maintenance and not an upgrade. <br /> <br />Mayor Gamec stated that this issue has been debated, but it is City policy that 50% of the <br />maintenance amount be assessed to the benefiting property owner. <br /> <br />Motion by Councilmember Olson, seconded by Councilmember Jeffrey, to close the public <br />hearing. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Olson, Jeffrey, Dehen, Look, and <br />Strommen. Voting No: None. Absent: Councilmember Elvig <br /> <br />The public hearing was closed at 8:10 p.m. <br /> <br />Council Business <br /> <br />Mayor Gamec called the regular City Council meeting back to order at 8: 1 0 p.m. <br /> <br />Councilmember Look stated that he had been contacted by a citizen asking for a breakdown of <br />the expenses for this project.
