City Administrator Ulrich suggested that Finance Officer Lund give a brief overview of this item
before there is additional citizen input.

Presentation

Finance Officer Lund stated that the City provides various services that are billed directly to
residents through Connexus Energy. She stated that the outstanding bills are from July 2006 to
July 2007. She stated that as she mentioned earlier, the majority of the customers are ones that
have moved on and left the bill for the new homeowner. She stated that staff is asking that the
City Council adopt a resolution adopting assessments for past-due charges on municipal utility
bills and current services rendered, which would be things such as alarm calls. She stated that
these amounts will show up on property taxes in 2008.

Heather Woody, 6106 l46th Lane NW, stated that she represents the Villages of Sunfish Lake.
She stated that they have a common area/park in which the residents pay association fees every
month. She stated that a past due utility bill was sent to the park at the address of 6093A 146th
Lane NW, which the homeowner who lives at 6093 146th Lane received. She stated that she is
concerned that this will go on their individual property taxes when this is a bill that should be
paid by the developer. She reiterated that the homeowners have been paying their association
fees.

Finance Officer Lund stated that this is a bill for an irrigation meter. She stated that the bill
should have been sent to the association manager. She stated that the City has received a $1,500
payment towards the outstanding balance and the City has been told that the remainder of the
amount will be paid by the November 2, 2007 deadline. She stated that if it is not paid in full, it
will be assessed to the properties in the area. She encouraged Ms. Woody to be in contact with
the City to ensure that this amount is paid by November 2,2007.

Motion by Councilmember Jeffrey, seconded by Councilmember Dehen to close the public
hearing.

Motion carried.
