Voting No: None. <br /> <br />Case #7: <br /> <br />Consider Introduction of an Ordinance to Amend Section 7.07 of the Ramsey <br />City Code (Music Festivals) <br /> <br />Police Chief Way stated presently Council deals with outdoor music festival and concert end <br />times on a case by case basis. Council and staff held a discussion at the July 17, 2007 work <br />session with regard to setting time limits on outdoor music. Several options were discussed, such <br />as a possible entertainment .zone along Highway 10, and possible hours to allow outdoor music <br />based on days of the week and holidays. Consensus of the Council at the work session was to <br />direct staff to proceed with amending the City Code to allow outdoor music cityvvide.untilll:OO <br />p.m. The proposed ordinance would establish the dates and hours during which an outdoor music <br />festival may be conducted. <br /> <br />Councilmember Dehen verified with Police Chief Way that tlns ordinance involves only music <br />festivals and not neighborhood parties. <br /> <br />Motion by Councilmember Olson, seconded by Coul1cilmember Jeffrey, to introduce an <br />ordinance amending Chapter 7 of the City Code, Section 7.07 Music Festivals, to establish the <br />dates and hours during which an outdoor music festival may be conducted. <br /> <br />Motion carried. Absent: Councilmember Strommen. <br /> <br />Case #7B: <br /> <br />Consent Agenda Approval of Rental Licenses <br /> <br />Mr. Fred Martins, 7404 l49th Avenue NW, was present to speak regarding the rental license <br />application for Jamie Sharp at the address of 7362 149th Avenue NW, Ramsey. Mr. Martins <br />stated there are restrictions against rental property in the covenants of their subdivision. He <br />asked Mr. Sharp to go through the process of going to the other landowners in the subdivision to <br />do the rental. He has already rented the property out before even receiving approval. Mr. <br />Martins stated he (Sharp) is not a person that will be able to be dealt with easily from what he <br />has seen. Mr. Sharp has made the comment that he has no intention of making it a permanent <br />rental property and that he wants to develop it at some time, which tells him that Mr. Sharp has <br />no intention of keeping it up either. They are starting to get quite a few rental properties in the <br />area. Right behind them the townhomes are having a lot of trouble. He does not want a blighted <br />property next to hini or a constant turnover of people. Mr. Sharp should be told to go back and <br />deal with this and solve the covenant problem before he deals with the City ,and if the license is <br />approved he should be required to put up a bond so the City could take care of that if there is a <br />problem. <br /> <br />Mayor Gamec asked if there is still junk in this area. <br /> <br />City Council / August 14, 2007 <br />Page 19 of 32 <br /> <br />P35 <br />
