<br />Motion carried. Voting Yes: Mayor Gamec, C:;ouncilmembers Elvig, Jeffrey, Dehen, Look, <br />Olson, and Strommen. Voting No: None. <br /> <br />Further discussion: Councihnember Elvig requested clarification that this will be a minor <br />change from Employment to Business zoning. Community Development Director Trudgeon <br />replied yes, Employment Business is more industrial and the rezoning to B-1 Business will be <br />more retail/commercial. Councilmember Elvig commented this rezoning is more conducive to <br />what they are trying to do here. Councilmember Dehen asked why this is being done in a <br />piecemeal fashion. Community Development Director Trudgeon replied it could have been done <br />either way. Some of these things were in the process and it was determined that other things <br />needed to happen. The entire site will not be ready to be taken totally under consideration until <br />later in September. 1\1r. Schmidt stated until about one year ago the properties had separate <br />ownership. \Vhen he acquired the corner parcel it was as commercial property, so he is a little <br />befuddled; it appear that the Comprehensive Plan Amendment was completed and not the <br />rezoning. He stated Sylvia Frolik called and asked if he would agree to the rezoning to comply <br />with the Comprehensive Plan Amendment. He thought they should straighten the whole thing <br />out, and came forward with a plat for that. Another reason for the delay is that when he received <br />the original ~pproval he was required to give a 40 by 60 foot piece of land to the south parcel for <br />access because that access was being taken away by the County. He ended up acquiring the <br />property, and it now makes sense to make them allconunercial with the south three lots. <br /> <br />Case #3: <br /> <br />Request for Final Plat Approval of Brookfield Fourth Addition; Case of <br />Oakwood Land Development <br /> <br />Community Development Director Trudgeon stated Oakwood Land Development has applied for <br />final plat approval to develop 15 urban single fanrily residential lots as the fourth phase of <br />Brookfield Addition. The property is generally located west ofNowthen Boulevard and south of <br />Trott Brook. The final plat complies with the approved preliminary plat in terms of lot <br />standards, as outlined in the City Staff Review Letter. Staff would note that the fmal plat shows <br />one additional lot on the north side of 167tb Crossing, compared to the approved preliminary plat. <br />Given the large size of the plat, staff does not consider this a substantial deviation from the <br />approved preliminary plat. Mr. Trudgeon statep. the applicant received a Comprehensive Plan <br />Anlendment for the subject property, making it. eligible for connection to municipal sewer and <br />water. An Environmental Assessment Worksheet (EA W) was completed for the project during <br />the preliminary plat review. The City Council detelmined at that stage that the preparation of an <br />Environmental Impact Statement (ElS) i~ not required for this development. <br /> <br />Community Development Director Trudgeon stated the proposal for the fourth phase of <br />Brookfield includes the construction of 167tb Crossing and Kamacite Street. The grading and <br />utility plans have been reviewed and are acceptable. Some changes are needed to the <br />landscaping plan, primarily with regard to density transition landscaping. The preliminary plat <br />for Brookfield was approved with a contingency to include additional density transition <br />landscaping in this area. Some additional landscaping is shown on the submitted plans, but more <br />information is needed on the existing trees to detennine if the new plantings shown are <br />sufficient. 1\1r. Trudgeon stated staff is recommending approval of the final plat.
