<br />Case #11: Consider Adoption of an Ordinance to Amend Section 7.07 of the Ramsey City <br />Code (Music Festivals) <br /> <br />Interim City Administrator Nelson reviewed that at the August 14, 2007 City Council meeting, <br />the City.Council introduced an ordinance which would amend Section 7.07 of the Ramsey City <br />Code dealing with music festivals. The ordinance will establish the dates and hours during <br />which an outdoor music festival may be conducted. The ordinance is now eligible for adoption. <br /> <br />Councilmember Elvig clarified the proposed ordinance would require music to be finished at <br />10:00 p.m. Sunday through Thursday, and 11:00 p.m. Friday, Saturday and on the ten listed <br />holidays. <br /> <br />Councilmember Olson pointed out that generally people stay up late the day before the holiday, <br />rather than the holiday itself. <br /> <br />Motion by Councilmember Olson, seconded by Councilmember Dehen, to adopt Ordinance #07- <br />12 amending Chapter 7 of the City Code, Section 7.07 Music Festivals - to establish the dates <br />and hours during which an outdoor music festival may be conducted, with the language amended <br />to include the evening before the holiday. <br /> <br />Further discussion: Interim City Administrator Nelson clarified the motion is to include a time <br />of 11 :00 p.m. the day before the listed holidays in addition to the holidays. <br /> <br />A roll call vote was performed by the Recording Secretary: <br /> <br />Mayor Gamec: <br />Councilmember Dehen: <br />Councilmember Elvig: <br />Councilmember Jeffrey: <br />Councilmember Look: <br />Councilmember Olson: <br />Councilmember Strommen: <br /> <br />aye <br />aye <br />aye <br />aye <br />aye <br />aye <br />. absent <br /> <br />Motion carried. <br /> <br />Case #12: Consider Award Bids for Improvement Project 07-32 Fox Ridge Storm Sewer <br />Improvements <br /> <br />City Engineer Jankowski stated Improvement Project 07-32 entails the installation of 1,300 feet <br />of reinforced concrete storm sewer along Potassium Street between 172nd Lane and Potassium <br />Court. This will correct the standing water at these two intersections which has resulted in <br />pavement failure. Bids for this project were opened on Tuesday, August 21, 2007 and 16 bids <br />were received and are listed in the staff report. The low bid received is in the amount of <br />$78,383.50 from Doboszenski and Sons Inc. This bid is 20% lower than the engineer's estimate <br />of $98,000. This may be attributed to the very competitive market at the current time.
