<br />opportunity to at least weigh the old members against any new members for the simple reason <br />that it gives him the ability to compare. When a new member is simply requested to be <br />appointed by the Chair he loses the ability to critically look at the qualifications. For that reason <br />he did not agree with the procedure to simply have someone that wants to continue serving be on <br />an upper hand. He does not have an opinion with either of these candidates. He knows John <br />LeToUrneau and knows he is civically involved with the community. He does not know Mr. <br />Bentz. Councilmember Jeffrey explained this is why they will be looking at reviewing the policy <br />one more time. For reappointments as well as new candidates, they can fill out the same <br />application with the same response to questions so there is the opportunity to see how the <br />candidates feel on some issues, but Councilmember Dehen is right that they did not have an <br />opportunity to compare. Councilmember Look asked if there were other candidates. <br />Councilmember Jeffrey explained these candidates were seeking reappointment. The vacancies <br />were not advertised; they will now be advertised. Councilmember Dehen stated to that very <br />issue, they could have a very qualified individual in the community with one vacancy, and the <br />person seeking reappointment would likely get the reappointment, with a very qualified person <br />not considered. To him that is arguably fundamentally flawed. It may not always happen that <br />way, but the reappointment process they have does not seem to serve the broader purpose of <br />getting someone with ideas that can bring some good ideas. He abstained from the vote because <br />he cannot say that these two individuals are the most qualified. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councihnembers Jeffrey, Olson, Elvig, and Look. <br />Voting No: None. Abstain: Councilmember Dehen. Absent: Councilmember Strommen. <br /> <br />2) Consider Ending Probationary Period for a Police Records Technician <br /> <br />Councilmember Jeffrey stated Kristen Reider has successfully completed the six-month <br />probationary period as a part-time Police Records Technician. It is the recommendation of the <br />Personnel Committee and staff to remove Ms. Reider from the probationary period and to grant <br />status as a part-time regular Police Records Technician. <br /> <br />Motion by Councilmember Jeffrey, seconded by Councilmember Olson, to ratify the <br />recommendation of the Personnel Committee in Case No.2 to adopt Resolution #07-08-206 <br />ending the probationary period for Kristen Reider as a part-time Police Records Technician, <br />granting status as a part-time regular Police Records Technician. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Jeffrey, Olson, Dehen, Elvig, and <br />Look. Voting No: None. Absent: Councilmember Strommen. <br /> <br />3) Consider Ending Probationary Period for a Patrol Sergeant <br /> <br />Councilmember Jeffrey stated Sheldon Erdman has successfully completed the required six- <br />month probationary period as Patrol Sergeant.
