Councilmember Look stated he was privy to a recent quote on an abatement that was nowhere
near this individual's property, and he was blown away with the number he saw. His gut feeling
is that this will not go to abatement. His hope is that. with regard to a lot of these abatement
issues, if the mvner!operator lives there they ~rjll clean that up right away_ The alternative is
writing a huge check. He thinks this is building awareness to the conduct of board members that
there is scrutiny for. conduct, and that is not a bad thing. The board members are aware that the
Council is requiring them to be upstanding, and if they do not want to be. perhaps they do not
want to be on the board.

Councilmember Dehen stated he is not saying the individual they are talking about is not a nice
guy, but at some point you switch from mercy mode to a consequence mode.

City Attorney Goodrich clarified the issue before the Council is whether to schedule a hearing to
consider terminating the EDA membership.

Councilmember Elvig stated he does not necessarily want to end that; it may be what needs to be
done next. He thinks they should wait to see if there are other processes that would work. He
would like to table this and bring it back to Council for action if something has not happened to
the Council's satisfaction.

Motion by Councilmember Elvig, seconded by Coullcilmember Olson, to table scheduling a
hearing for consideration of removing the individual from the EDA for 60 days.

Further discussion: Councilmember Jeffrey asked if there is a letter that has gone to this
individual to let him know the status of the hearing. City Attorney Goodrich indicated there is
also an attendance issue to be addressed. He ,viII work with Human Resources Manager Reed
Kone in preparing a letter for the individual.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Elvig, Olson, Look, and Jeffrey.
Voting No: Coullcilmember Dehen. Absent: Councilmember Strommen.

MAYOR, COUNCIL AND STAFF INPUT

1) Joint Meeting with the City of Anoka.

Mayor Gamec announced a joint City Council meeting scheduled with the City of Anoka 011
November 15, 2007. Councilmember Jeffrey indicated he will be out of town and unable to
attend the meeting.

2) Helicopter Crash

Councilmember Look stated his understanding is that a couple of Ramsey residents provided
assistance by pulling the pilot from the Mosquito Control helicopter after the recent crash. He
considers that to be an act of bravery and would suggest citizen awards be presented to them.
Fire Chief Kapler indicated he was informed by Police Chief \Vay that the pilot had walked up

City Council!
