Officials who participate in the Plan contribute 5% of their salary to the Plan and the City
matches that contribution. Ms. Nelson stated if Council desires to offer both plans, staff would
prepare a resolution offering participation in Social Security and PERA's Defmed Contribution
Plan to current and future councilmembers.

Councilmember Dehen indicated as he understands it this plan allows the councilmembers to put
5% of their salary into the plan. To make the public aware, councilmembers earn a salary of
$6,000 per year, and it is his understanding that the Mayor earns a little more. Five percent of
that $6,000 is $300, which would be the City's contribution for each councilmember that chose
to participate in the plan; if seven of the councihnembers chose to participate it would be
approximately $2, I 00 that the City would contribute to the plan.

Councihnember Elvig stated he agrees with Councihnember Dehen's comments about the minor
amount of dollars involved with this. That being said, he did not .geton the Council to backstop
hi~ income or make an investment out of his salary. To put any more burden on the City for this
seems almost foolishness; he does not see a need to dabble around with 5% of $6,000.

Councihnember Olson stated she echoes that for herself, but thinks it is only right to present that
opportunity to any current or future councihnember that would choose to be a part of that plan.

Councihnember Jeffrey stated it was the recommendation of the Personnel Committee to direct
staff to prepare the resolution offering participation for current and future councihnembers to
decide.

Motion by Councihnember Jeffrey, seconded by Councihnember Olson, to ratify the
recommendation of the Personnel Committee in Case No.3 and to direct staff to prepare a
resolution offering participation in Social Security and PERA' s Defined Contribution Plan to
current and future councihnembers.

Motion carried. Voting Yes: Mayor Gamec, Councihnembers Jeffrey, Olson, Dehen, Look, and
Strommen. Voting No: Councihnember Elvig.

Staff Input

Councilmember Jeffrey indicated staff has requested discussion about the Councihnember
pictures posted on the City website.

Interim City Administrator Nelson explained as staff was reviewing the web site it was noticed
that some of the councilmembers' pictures are very professionally done and some are not. Staff
contacted Proex to determine the cost to allow the opportunity for councihnembers to have their
pictures taken on their own schedule, with a similar background for the councihnembers. TIns
could be accomplished at a cost of $200.

Consensus of the Commission was to direct staff to proceed with coordinating the photo sessions
with Pro ex as outlined above.

City Council / September 11, 2007

P101
