<br />our aquifers, but does not want to provide the City with the funding to do that. He would not be <br />opposed to a 15 minute discussion on this topic. <br /> <br />Interim City Administrator Nelson explained State law states an individual cannot hunt less than <br />500 feet from a structure or State highway. The City ordinance only allows hunting within 1,500 <br />feet which is more restrictive, and with this permit they are allowing people to hunt up to that <br />500 feet allowed by the State. With regard to the licensure issued by the DNR, the Police <br />Department is merely aski;ng to see that the hunter. has proper licensure before permitting hunting <br />on a property by someone other than the property owner. This is to ensure that they are not <br />permitting hunting to someone that may have had their hunting license revoked. This process <br />allows the exemption from City Code in areas where it can be done safely, but they do not want <br />to allow that broadly throughout the City. Ms. Nelson explained it is a savings to officer time <br />not to be required to go to the site to verifY the situation. If they receive a call on a Saturday <br />afternoon they can look at the list and say whether the site is approved for a certain amount of <br />hunters for the next few days. This administrative process makes the calls more efficient. <br /> <br />Councilmember Look stated his concern is that he was told that the DNR does not have staff to <br />enforce the City of Ramsey in the areas that are being hunted, and it falls on the City police <br />force. As a City they need to staff their police force and educate them in an area that is highly <br />complicated to enforce, and they are doing this without compensation. He thinks there is a need <br />for discussion on this. <br /> <br />Councilmember Elvig directed staff to verify whether the City's Police Department is enforcing <br />State game laws.
