Circuit Court of Appeals has jurisdiction over Alas- <br />ka, Arizona, California, Guam, Hawaii, Idaho, Montana, Nevada, <br />Oregon, and Washington. <br /> <br />CAlIFORNIA (08/02/07)-Diamond opened an adult bookstore <br />on Dec. 23, 2003 in the city of Grover Beach. Over one month lat- <br />er, the city enacted an ordinance restricting the operation of adult <br />businesses within the city that was to take effect April 15, 2004. <br />While the ordinance was pending final approval, a moratorium was <br />put in place to prevent any new businesses to open. <br />Diamond was permitted to open his store after :filing a lawsuit <br />challenging the moratorium.
