<br />CALIFORNIA (OS/21/07)-An Orthodox Jewish congregation applied
<br />for a conditional use permit to operate a synagogue on land it owned
<br />in a residential area of Los Angeles. Although the city's ordinance lim-
<br />ited structures in the zone to one- or two-family dwellings, "churches/
<br />houses of worship" were allowed with a conditional use permit.
<br />Neighbors of the proposed synagogue opposed the permit, and, ulti-
