<br />Councilmember Strommen noted City Clerk Thieling has indicated that it is impossible to. <br />understand the increased costs without literally having someone quote an insurance increase on <br />all of these businesses. There does not seem to be more information to be gained. <br /> <br />Interim City Administrator Nelson indicated she has heard some support on the <br />$300,000/$300,000 coverage requirement. It would be difficult to understand the impact on a <br />business without getting their sales receipt information. If Council would like staff to bring back <br />something it would not be put into effect until next July when the licenses are up for renewal. <br />There would be a public hearing scheduled. One option could be to establish a lesser <br />requirement for wine and beer licenses. Staff will need to confirm the State law requirement for <br />these licenses. <br /> <br />Consensus of the Council was to direct staff to proceed with an increase in dram shop <br />requirements to $300,000/$300,000 with a lesser requirement for wine and beer licenses. <br /> <br />Councilmember Jeffrey suggested contacting the businesses for their input. <br /> <br />Interim City Administrator Nelson noted that Diamonds and Spectators would be impacted by <br />the change. Staff will contact them for their reaction to the change in requirements. Mahsetti' s <br />will have a lower requirement. <br /> <br />2) Consider Ultimate Fighting Regulation <br /> <br />Police Chief Way stated ultimate fighting is making its way through the bar scenes. The cities of <br />Blaine, Spring Lake Park and Fridley have banned the events through city ordinances. The <br />proposed ordinance for Council consideration is based on the Spring Lake Park ordinance. This <br />is an issue to stay out in front o~. Ultimate fighting can be very brutal. It is not regulated by the <br />State like boxing is. What happened in Blaine was more of the fight club type of scene with 25 <br />to 30 kids getting together with a knock down, drag out fight in someone's garage, charging <br />. spectators to watch the event. A kid in Blaine was seriously hurt in that situation. The ordinance <br />is being presented for Council consideration if they would like to put it forward at this time. <br /> <br />Mayor Gamec stated he thinks they should put something forward before a situation occurs. <br />This will likely be building and building. <br /> <br />Councilmember Dehen commented with boxing and ultimate fighting they both want to knock <br />each other silly so they can win. He does not like the disorganization and the effect of the <br />ultimate fighting where it can be done in someone's garage, but he does not see the physical part <br />of it as any different than boxing; they are both violent. <br /> <br />Councilmember Olson stated to her ultimate fighting is in the same realm as dog fights or cock <br />fights. It is violence for the sake of violence. The big thing that concerns her about ultimate <br />fighting is the impact it has on spectators. These people get whipped into a frenzy. She has a <br />nephew who went to an ultimate fight match and got jumped on the way out by some unknown <br />person because the crowd was in a frenzy.
