<br />Environmental Coordinator Anderson stated the City of Andover placed on their website a <br />Frequently Asked Questions document regarding a matter such as this. He suggested that the <br />EPB visit the Andover website.. If the Council decides to place it on the ballot, then the City's <br />role is to answer questions and provide information rather than advocating a specific position. <br /> <br />Board Member Max asked if the Council needs to approve putting it on the agenda. <br />Environmental Coordinator Anderson stated it was his understanding that it did require Council <br />approval or a petition by residents. If Council did not authorize this type of question on the <br />ballot, than a resident petition could override the Council decision and it would be placed on the <br />ballot. Board Member Max stated the referendum came up during a planning session (OST) and <br />he questioned what happened to that. <br /> <br />Board Member Sibilski stated this should or may come up at the upcoming comp plan meeting <br />regarding natural resources. <br /> <br />Acting Chairperson Max stated some time ago some a City Council member actually mentioned <br />this during a Council work session. <br /> <br />Board Member Sibilski stated Ms. Pierson offered to come to the work session to help support <br />and answer any questions. She also offered to help the Board in any way that was needed. She <br />suggested prioritizing properties within the city prior to the referendum being decided to put on <br />the ballot so it could be discussed with the residents. It would be a greater selling point to the <br />residents if actual parcels could be identified. Board Member Sibilski suggested that Ms. Pierson <br />attend the work session. <br /> <br />Acting Chairperson Max asked what the Board's role was in this process. <br /> <br />Environmental Coordinator Anderson stated at the work session on September 25, staffs role is <br />to introduce this topic to the Council. The Board's role than will be to lead the discussion. <br /> <br />Acting Chairperson Max asked if the Board would be an advisory committee to the Council. <br /> <br />Environmental Coordinator Anderson stated that anyone can advocate for or against this. <br />However, if a person is affiliated with the City, whether as an employee or an advisory <br />committee member, he or she can only do so as a resident and should not while acting in an <br />official capacity. <br /> <br />Board Member Sibilski stated the referendum could include park land and involve the Park <br />Board. This would be one of the reasons for doing the survey. He questioned whether the <br />citizens want to preserve open space exclusively or do they want to add to park land. <br /> <br />Acting Chairperson Max stated whatever is specified in the ballot language is absolutely the only <br />thing those monies can be used for. <br /> <br />Board Member Sibilski is hoping the direction would be from Council to go back to the EPB. <br /> <br />Acting Chairperson Max stated he appreciates how important it is to have a map, but it could <br />also increase the value of those selected properties. <br /> <br />Environmental Policy Board / September 10, 2007 <br />Page 4 of8 <br />
