Consensus was reached to schedule the first subcommittee meeting Monday, January 20, 1997, at
5:30 p.m. at City Hall. The first section of review will go through Section 9.03.06 on page 284.

Chairperson Bawden suggested that all Commissioners read through the material and communicate
any suggestions.

Case #5: Monthly Status Report

Chairperson Bawden noted the Monthly Status Report information.

Commissioner Deemer noted that them are several pending matters that are old and asked if they can
be brought up for action.

Chairperson Bawden noted that in order for issues to be removed from the pending list, action must
be taken by the City Council.

Zoning Administrator Frolik is reluctant to remove anything from the list that is not resolved.

Case #6: Zoning Bulletin and Zoning News

Noted.

COMMISSION INPUT

Chairperson Bawden requested that a letter he received be incorporated into the Planning
Commission minutes. The letter was written to Planning Commission members from Peter and Linda
Mayer regarding the access to Mr. Peterson's tree farm property and the existing drainage problem.
The November 7, 1996 City Council minutes were inaccurate, and the Mayer's have written this letter
not to blame or cause undue concern but to clarify the public record. The location is at 7190 - 175th
Avenue N.W. The neighbor is Mr. Craig Carlson. The easement along the west side of the Carlson
property and south side of the Mayer property gives passing fights to John Peterson. It is not a
shared driveway. Drainage is not blocked on the Peterson property but is on the Mayer property.
There is potential water damage to the Mayer property in the spring. Mr. Carlson shares the same
concerns as the Mayer's with regard to Mr. Peterson's driveway problems.

Motion by Commissioner Deemer and seconded by Commissioner Holland to incorporate the letter
from Peter and Linda Mayer as part of the Planning Commission minutes for this meeting.

Motion carried. Voting Yes: Chairperson Bawden, Commissioners Deemer, Holland, Jensen,
LaDue, Terry, Thorud. Voting No: None. Absent: None.

Commissioner Jensen asked if there was any significant information from the meeting on shorelands.

Zoning Administrator Frolik reported that the work on shoreland ordinance is related to the
Mississippi Corridor. The work will continue with MNRRA staff and the DNR. The City's current
ordinance interchanges the regulations of shoreland with critical rivers. Regulations are being
separated for shoreland and the Mississippi River. The City Council has also authorized staffto apply

Planning Commission/January 7, 1997
