The City Council has discussed the Ebony Woods case numerous times, primarily for review of <br />revised building elevations. More discussion is contained in the preliminary plat case. <br />Recommendation: <br />Staff originally recommended approval of the request for Comprehensive Plan Amendment, <br />based on Staff's interpretation of the criteria listed in the Interim Policy, and the appropriateness <br />of using twinhomes as a buffer between existing businesses and single- family homes. The <br />Planning Commission considered the request for Comprehensive Plan Amendment at their <br />September 7, 2006 meeting and recommended denial, due to the lack of a compelling reason to . <br />amend the Comprehensive Plan. <br />Council Action: <br />Motion to adopt Resolution #07 -10 -__ approving the request and authorizing staff to submit the <br />Comprehensive Plan Amendment to Metropolitan Council, contingent on approval of the request <br />for Zoning Amendment, preliminary plat approval, and preliminary site plan approval. <br />-or- <br />Motion to deny the request for Comprehensive Plan Amendment. <br />Reviewed by: <br />City Administrator: <br />Community Development'5irector <br />CC: 10/09/07 <br />—137— <br />
