City Council minutes- 9/11/07 <br />Case #2: Request for Comprehensive Plan Amendment <br />Community Development Director Trudgeon indicated Case Nos. 2 through 5 are related. <br />He stated Mr. Mike Wayman of Sunfish Lake Development, LLC is looking to redevelop <br />the Healthquest property located at 14100 Sunfish Lake Boulevard and to locate a <br />commercial building on the property. Case Nos. 2 through 5 include consideration of a <br />Comprehensive Plan Amendment, request for a zoning amendment for E -1 Employment <br />to B -1 Business, request for final plat of a minor subdivision, and request for site plan <br />review. <br />Community Development Director Trudgeon advised the subject property is currently <br />guided Places to Work as shown on the Comprehensive Plan. The Comprehensive Plan <br />Amendment request is being processed in conjunction with a minor subdivision to split <br />the existing lot, as well as a rezoning and a site plan for the southern lot. Places to Work <br />is designed to include uses that are appropriate in the industrial zoning districts. The <br />applicant is requesting a land use designation change to Places to Shop in order to <br />construct a multi-tenant retail facility on the southern lot. The northern lot would be an <br />outlot for future development. The property is currently being utilized by Healthquest. <br />Mr. Trudgeon stated the City Council met on October 24, 2006 and discussed the concept <br />for re- guiding the subject property. At that time the existing Council was generally <br />supportive of this change, but there were concerns about traffic and circulation. There <br />are plans by the County to include hard channelization and medians in the coming years. <br />This concern has been raised and the plans have been sent to the County for review. In <br />the interim the County has proposed right - in/right -out only access configurations. Mr. <br />Trudgeon stated the Planning Commission recommended approval of the Comprehensive <br />Plan Amendment, contingent upon site plan approval. The primary discussion at the <br />public hearing centered around the future median construction on Si nfish Lake <br />Boulevard. Staff recommends approval of the Comprehensive Plan Amendment. <br />Community Development Director Trudgeon indicated there is also consideration of <br />rezoning of the subject property from E -1 Employment to B -1 Business. The rezoning is <br />required to subdivide as proposed. Included in the staff report is a list of uses for E -1 and <br />B -1 zonings. The Planning Commission noted the possibility of a potential gas station <br />being located on this site. However, he would point out that any convenience store with <br />gas operations requires a conditional use permit, which would need to be considered by <br />the Council at a future date if proposed. Mr. Trudgeon stated traffic concerns have been <br />raised regarding this corner. Staff believes this will be addressed with the right- in/right- <br />out access configuration. The Planning Commission recommended approval of the <br />•zoning ordinance. Staff recommends approval subject to the other considerations. <br />Community Development Director Trudgeon stated also for consideration on the subject <br />property is final plat approval.
