-19 <br />Councilmember Dehen noted staff has indicated the County approved the access onto <br />Blinker Lake Boulevard, while he thought they were trying to eliminate these accesses as <br />an overriding purpose. <br />Community Development Director Trudgeon explained this site is challenged and is <br />surrounded by county roads, and this is the only option for an access. He believes they <br />were left with no choice. <br />Councilmember Look asked if the applicant is willing to share these accesses with the <br />outlot regardless of what is there in the future. <br />Community Development Director Trudgeon replied yes, there is an approved easement <br />for the City Attorney to review, which would guarantee that the access is there. <br />Councilmember Elvig commented back to the principals they used in the development of <br />Town Center and keeping things closer in to the roadway, this comes from a closely <br />populated neighborhood in this area to here. He expressed concern with the trash and <br />loading dock area in the back of the building and the plainness of the back of the <br />building. He suggested encouragement that this be changed to an L- shaped building. He <br />noted the split in these two lots seems to be the priority, as opposed to the flow or <br />function of the front lot. He asked if staff has seen any other plans for the site. <br />Community Development Director Trudgeon responded in the negative. He indicated <br />there will be a trail on the west side of Sunfish Lake Boulevard. The developer had <br />previously proposed to use EIFS material and that has been upgraded. <br />Councilmember Elvig indicated he would also like to see this on the Bunker Lake and <br />Sunfish Lake Boulevard sides. <br />Community Development Director Trudgeon indicated four sided architecture could be <br />explored. <br />Councilmember Elvig noted there could also be mock four sided architecture. <br />Councilmember Jeffrey noted with the right- in/right -out the folks coming down Sunfish <br />Lake Boulevard will not get the eye appeal taking the right -in and going into the back of <br />the building. He would encourage discussion of four sided architecture and possibly a <br />different layout. <br />Councilmember Strommen pointed out this is within an industrial park area. One of the <br />things the EDA has looked at is how the properties develop in industrial parks, especially <br />being very conscientious of the architecture on prime corner entrance pieces to the City. <br />She concurs with Councilmember Elvig's suggestion regarding an L- shaped building <br />being focused on the corner so it does feel like people are coming in on the back when <br />coining down Sunfish Lake Boulevard.. <br />
