-228— <br />building. Windows and awnings have been added on the corners to "wrap around" the back of <br />the building, and windows have been added to the rear of the building. Also, corner turrets have <br />been added to the northern corners of the buildings. The feasibility of constructing an "L" shaped <br />building is limited by the constraints of the proposed lots. The plat would also need to be revised <br />to reflect such changes. Based on a review of the revised plans, the applicant does not intend to <br />change the building design. Both elevations are included in the packet for comparison purposes. <br />Access is proposed from both Bunker Lake Boulevard and Sunfish Lake Boulevard. Anoka <br />County Highway Department has submitted a letter regarding the site plan request and has <br />approved both accesses, with the restriction that both be constructed as right - in/right -out <br />configurations. This would restrict left turn movements exiting the site and would disallow left <br />turns into the site. However, the County stated in their letter that, if the Council has .concerns <br />with right turning movements, they would support the construction of a SB right turn lane on <br />Sunfish Lake Boulevard and a WB right turn lane in conjunction with this development. <br />The County's plans for hard channelization will extend beyond the northern limits of the lots. <br />Therefore, re- locating the access to the north will not improve the access situation from the <br />currently proposed configuration. <br />A letter has been written to the applicant stating the specific plans Anoka County has for hard <br />channelization and requesting tenant notification of the plans. This is included in your packet. <br />A grading and drainage plan has been submitted and is generally acceptable to staff. <br />A landscaping plan has been submitted, and Staff has requested a revised landscaping plan that <br />includes the addition of more landscaping to the parking areas. <br />Funding Source: <br />The Developer is responsible for all costs associated with processing the land use application and <br />reviewing the development. <br />Staff Recommendation: <br />The Planning Commission met on August 2, 2007 and recommended site plan approval, <br />contingent upon the staff review letter and evaluating ways in which they can improve the traffic <br />flow accessing from Bunker by reconfiguring the ponding. The plan reflects the addition of 15 <br />feet of maneuvering space in this area. <br />In order to enhance the appearance of the northern elevation to achieve "four -sided architecture," <br />Staff recommends the addition of awnings over the doors on the northern elevation and the <br />installation of a "Sunfish Center" sign on the north side as well. Also, Staff recommends that the <br />applicant explore the possibility of pillar -type turrets, as shown in the southern elevation, to <br />create the appearance of a front facade and adding undulating surfaces to the building. <br />
