Doug Opsal, 16360 Chameleon Street, stated that he has concerns about the planned 3r phase of <br />this project. He stated that he was glad to hear.Councihnember Olson's thoughts that coining out <br />onto Armstrong Boulevard at the curve is a bad idea. He asked whether a collector street would <br />change the speed limit on the road. <br />City Engineer Jankowski stated that the speed limit would probably be set at 30 to 35 mph <br />through this section. <br />Mr. Opsal stated that he would like the City to consider placing this road further to the south, for <br />example, through Central Park, which he feels would be more appropriate and lest costly to the <br />City in construction costs. <br />— <br />Jim Paulson, 16350 Alpaca Street, stated that he does not feel it is a good idea to have an S <br />curve through a quiet neighborhood. He stated that he already spends a lot of time in the winter <br />pulling people out of his neighbor's front yard because of the road. <br />Jim Grega, 7921 163 Lane, stated that he feels the City should not spend any time or money <br />trying to put a collector street into this existing neighborhood. He stated that CR 63 is falling <br />apart. <br />Chair Elvig explained that the comprehensive plan that included this possible road was put <br />together 8 years ago and at that tune, putting the road somewhere near this area made sense. He <br />stated that he agrees that CR 63 is a dangerous road. He stated that later in the agenda there will <br />be a discussion about the possibility of the County turning this road back over to the City. He <br />stated that if this happens, the County would have to upgrade the road and return it to us in good <br />condition. <br />Public Works Director Olson stated that the County plans to upgrade this road next year with <br />new bituminous material, re- striping and turn lanes at major intersections. <br />Dave Walker, 16421 Alpaca Street, stated that the project is behind schedule and <br />Councilmember Olson has stated that she feels where the road comes onto Armstrong Boulevard <br />is a bad place. He stated that he feels the City is putting the cart before the horse and should <br />explore other alternatives. <br />Chair Elvig stated that he believes the City is exploring other alternatives. He reminded the <br />audience that there have been no studies conducted, nor has their been any debate about this <br />road. He stated that it has only been included in the CIP for possible budgetary issues. He stated <br />that discussion began on this street because there were some things happening on the east <br />portion. <br />Mr. Walker stated that the streets on the west end were never designed for this purpose.
