CONSIDER ACQUISITION OF TAX FORFEIT PROPERTY
By: Steven Jankowski, City Engineer
Background:
The City has received notification that a parcel of tax forfeit land has become available to
the City for uses relating to public purposes. The particular parcel available to Ramsey is
the remnant from the Wildlife Sanctuary subdivision which was severed from the original
40 acres parcel by TH 47. A copy of the correspondence from Anoka County regarding
the acquisition and its process is attached to the case.
This parcel is a triangular piece of upland which is 0.14 acres in size located on the east
side of TH 47 approximately 150 feet north of 156 Lane. This parcel is illustrated on the
attached figures. The public purpose associated with the acquisition of this parcel would
be for drainage and utility purposes. The City has a 20 foot deep sanitary manhole located
within the parcel which accepts the discharge from the lift station located in the Estates of
Silver Oaks. Having a drainage and utility easement over this entire parcel would serve
public purposes if future repair to the manhole or forcemain is necessary.
Recommendation:
Staff recommends that the Committee recommend to City Council that staff be directed
to file written application to withhold Outlot A Wildlife Sanctuary Addition from sale
and that the City proceed to acquire the parcel for drainage and utility purposes.
Financial Impact:
The City would be responsible for maintenance cost incurred by the County during the
six month withholding Although this cost is anticipated to be minimal, staff has
contacted Anoka County to define this cost more precisely.
Action:
Motion to recommend to City Council that staff be directed to file written application to
withhold Outlot A Wildlife Sanctuary Addition from sale and that the City proceed to
acquire the parcel for drainage and utility purposes.
Reviewed By:
Director' of Public Works /Principal Engineer
Public Works Utilities Supervisor
City Attorney
PW: 09/18/07
CASE # 9
