Motion carried. Voting Yes: Mayor Gamec, Councilmembers Olson, Look, Dehen, Jeffrey, <br />Olson, and Strommen. Voting No: None. Absent: Councilmember Elvig. <br />Case #2: Public Hearing and Levy of Special Assessments for the 2007 Street <br />Maintenance Program <br />Mayor Gamec closed the regular portion of the City Council meeting at 7:51 p.m. in order to <br />conduct a public hearing. <br />Public Hearing <br />Mayor Gamec called the public hearing to order at 7:51 p.m. <br />Presentation <br />City Engineer Jankowski explained that the 2007 Street Maintenance Program consists of eleven <br />individual projects addressing the maintenance needs of 20.7 miles of streets. Seven projects <br />involved crackfill /sealcoat projects covering 15.3 miles of roadway. Four projects involved a 1- <br />1 /2 inch bituminous overlay covering 5.5 miles. Individual projects have combined subdivisions <br />having similar pavement areas per unit into single projects to reduce administration costs. He <br />stated that all projects have been substantially completed and the final costs have been <br />determined. He noted that it is City policy to assess 50% of the project cost to the benefited <br />property owners. <br />Citizen Input <br />Bob Ellerton, 17264 Sodium Street NW, stated that he would like to thank City Engineer <br />Jankowski for spending time with him recently discussing the sealcoating project in his area. He <br />stated that he had delivered a portion of the gravel from the road to City Engineer Jankowski. <br />He stated that he did not have a complaint about the assessment, but about the quality of the <br />work. He showed pictures of the roadway and some of the problems they have had. He stated <br />that the road is particularly bad at the corner of 172 and Potassium. <br />Public Works Director Olson stated that this area has not been sealcoated because there is an <br />upcoming storm sewer project planned for the area. He stated that the City has been patching this <br />area and making repairs until this project goes through. <br />Mark Newman, 17319 Quicksilver Street, stated that he is seeing sealcoated areas that are <br />already in need of repair. He stated that he is concerned about what the roads will look like after <br />winter and whether or not the property owners will once again be assessed for the repair costs at <br />that time. <br />Mayor Gamec asked City Engineer Jankowski to explain about the bonds that are retained for <br />these types of projects. <br />City Council / September 25, 2007 <br />Page 8 of 27 <br />
